The Cost of Issuance funds will be drawn from Virginia SNAP and allocated to <br />the Public Utility Fund. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO DE-OBLIGATE $56,964 OF UNEXPENDED APPROPRIATION <br />AUTHORITY IN CLOSED PUBLIC UTILITY CAPITAL IMPROVEMENT PROGRAM <br />(PUCIP) PROJECTS, TO REPROGRAM $265,680 OF REVENUE AND <br />APPROPRIATION AUTHORITY FROM VARIOUS ACTIVE AND CLOSED PUCIP <br />PROJECTS, TO REPROGRAM $13,724,462 OF BOND PROCEEDS TO COVER <br />EXPENSES AND OBLIGATIONS IN ACTIVE PUCIP PROJECTS, TO APPROPRIATE <br />$4,183,511 OF INTEREST EARNINGS FROM BOND PROCEEDS, TO <br />APPROPRIATE $1,832,720 OF SERIES 2010 BOND PROCEEDS TO VARIOUS <br />PUCIP PROJECTS, AND TO APPROPRIATE IN THE FY 2010-11 PUBLIC UTILITIES <br />FUND THE SUM OF $62,126.40 IN COST OF ISSUANCE FUNDS RELATED TO THE <br />SERIES 2010 GENERAL OBLIGATION BONDS FOR BOND COUNSEL FEES, <br />ADVISORY FEES AND OTHER RELATED COSTS." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 236 - Adoption of an ordinance accepting a Four for Life Emergency Medical <br />Services Grant in the amount of $74,797.83 from the Commonwealth of Virginia <br />Office of Emergency Medical Services and appropriating said amount in the FY <br />2011-12 Grants Fund. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Background: <br />. The Four for Life program, as amended in 2000, stipulates that four additional <br />dollars be charged and collected at the time of registration of each passenger vehicle, <br />pickup and panel truck. <br />. The funds collected, pursuant to Section 46.2-694, Code of Virginia, shall be <br />used only for emergency medical services. <br /> <br />Discussion: <br />. This grant allows for the purchase of necessary equipment and supplies in <br />support of the Portsmouth Fire, Rescue, and Emergency Services (PFRES) medical <br />service delivery. <br />. This funding source also allows for the training of PFRES personnel. <br /> <br />Financial impact: <br />. These grant funds require no cash match. <br /> <br />Recommended Action: <br />.
