On motion of Mr. Simpson and seconded by Mr. Gray, the <br />following resolution was adopted, and by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN <br /> APPLICATION FOR FUNDING TO THE VIRGINIA DEPARTMENT OF HO~ <br /> AND COMMUNITY DEVELQPMENT. <br /> <br /> WHEREAS, the Commonwealth of Virginia, Department of. Ho~ <br />and Community Developmen~ has issued a notice of the availability <br />of funding and has requested proposals under the Virginia Shelter <br />Grants Program - III; and <br /> <br /> WHEREAS, assiStance! is needed to adequately address the <br />shelter needs of homeles~ persons in the City of Portsmouth; and <br /> <br /> WHEREAS, an application for a grant under this program has <br />been prepared; and ~ <br /> <br /> WHEREAS, a one-for-~ne local match of grant funds as required <br />under the program will b~ provided in at least the amount of <br />thirty thousand dollars 1530,000). <br /> <br /> NOWi THEREFORE, BE iT RESOLVED that the City Council of <br />Portsmouth, Virginia, hereby authorizes the City Manager to apply <br />for and accept the grantlin the amount of thirty thousand dollars <br />($30,000) and enter intoia Grant Agreement with the Department of <br />Housing and Community Degel'opment and perfo~ra any and all <br />responsibilities in relation to such agreement. <br /> BE IT FURTHER RESOLVED that the City of Portsmouth agrees to <br />provide a sub-grant to P~RC Place/HER Shelter to operate the <br />funded project, and agrees to monitor and their activities <br />as pres.c~ibed Dy the Sta~e." oversee <br /> <br /> Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Williams, Webb <br /> Nays: None <br /> <br /> 88-153 - Letter from the City Manager recommending adoption <br />of a resolution authorizing the filing of an application for <br />Chesapeake Bay Youth Conservation Corps Grant to conduct <br />shoreline control projects at Portsmouth Sleepy.Hole Park and Cit~ <br />Park. <br /> <br /> "For the last several years, the State has sponsored the <br />Chesapeake Bay Initiative Program which proves Youth Conservation <br />Corps 9rant fundin:g to hire students over the summer months (9week <br />program) to work ~n shoreline conservation projects. The Direci <br />of Porks & Recreation has developed an application for submittal <br />which identifies project~ at two City locations i~.e. City Park <br />Sleepy Hole Park. The grant would provide funding to hire 20 ~ <br />students and two supervisors. The project would be funded 100% b <br />State funds so no local match would be required. <br /> <br /> In order to apply for the grant, the State requires that <br />eligible localities submit a "resolution of support" along with <br />the application. I recommend your support of this project and <br />request your endorsement to submit the application as specified i <br />the enclosed resolution." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Barnes, the <br />following resolution was adopted, and by the following vote: <br /> <br /> <br />
