APril 12, 1988 <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO FILE AN <br /> APPLICATION FOR A CHESAPEAKE BAY YOUTH CONSERVATION CORPS <br /> GRANT TO CONDUCT EROSION CONTROL PROJECTS ALONG THE ' <br /> SHORELINES AT PORTSMOUTH SLEEPY HOLE PARK AND GOLF COURSE <br /> AND CITY PARK. ' <br /> <br /> WHEREAS, the Virginia Division of Parks and RecreatiOn of <br />the Department of Conservation and Historic Resources of the <br />Commonwealth of Virginia haS established .the Chesapeake Bay <br /> ' ', ' ' , ' <br />Youth Conservation I~tlat~ves Program, <br /> <br /> WHEREAS, the City of Portsmouth is eligible to submit a <br />Grant Application for State funds to conduct erosion control <br />projects at Portsmouth Sleepy Hole Park and Golf Course, and <br />also at PortsmOuth City Park; and <br /> <br /> WHEREAS, these areas border tributaries of the Chesapeake <br />Bay and the stabilization of these shore lines will improve <br />water quality and the aquatic habitat. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth that the Council does hereby endorse the <br />application to be submitted for a Chesapeake Bay Youth <br />Conservation Corps Grant for thirty-nine thousand, nine hundred <br />eighty-nine dollars ($39,989) to fund twenty (20) students and <br />two (2) supervisors to conduct erosion control projects and <br />marsh enhancement along the shoreline at Sleepy Hole Park and <br />Golf Course and Portsmouth City Park and gives its assurances <br />that the general provisions of the applicable State regulations <br />governing the expenditure of these funds will be complied with <br />in the administration of the project. <br /> <br /> BE IT FURTHER RESOLVED that the City Managez be, and he <br />hereby is, authorized to file said application for the grant <br />certifying compliance by the City of Portsmouth with the <br />appropriate regulations governing the administration and use of <br />funds." <br /> <br /> Ayes: Barnes, Corprew, Gray, Lucas, Simpson, <br /> williams, Webb <br /> Nays: None <br /> <br /> 88-154 - Letter from the City Manager recommending <br />adoption of a motion to accept the $5,000 awarded to the City <br />of Portsmouth from the emergency Shelter Grant Program to <br />provide assistance to local emergency shelters. <br /> <br /> "~he Department of Housing & Urban Development has awarded <br />the City of Portsmouth $5,000 through the FY 1988 Emergency <br />Shelter Grant Program. Last year $28,000 was made available <br />through the Grant to assist Portsmouth's two emergency <br />shelters. <br /> <br /> The additional resources will also be used for continued <br />support of the HER Shelter's homeless activities. As with the <br />earlier grant, the shelter will be required to match the $5,000 <br />grant with in-kind contributions from Doughties Foods, Inc., a <br />local food supplier. Accordingly, City funds ~ili not be <br />required. <br /> <br /> I recommend approval of the project and the transfer of <br />$5,000 from the Grants ContIngency Account to support the <br />program." <br /> <br /> <br />
