Ap~ii i2~ 1988 <br /> <br />"A RESOLUTION ENDORSING THE WORKPLACE LITERACY PROGkAM AND <br />AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION FOR <br />FUNDING. <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia <br />recognizes the problems created by illiteracy and recognizes <br />the benefits of upgrading the academic ~kills of employees as <br />they relate to worksite and the job~ and <br /> <br /> WHEREAS, the City of Portsmouth is eligible to submit a <br />grant application for funding for the Workplace Literacy <br />Program pursuant to the regulations of the Virginia Department <br />of Education under Section 310 of the Adult Education'Ac% and <br />has reviewed and ~onsidered the regulations and~appl, icat~i~n <br />governing the administration and use of said funds. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the COuncil Of the City <br />of Portsmouth, Virginiat that the Council does hereby endorse <br />the Workplace Literacy Program. <br /> <br /> BE IT FURTHER RESOLVED that the Coun~cil of the City of <br />Portsmouth authorizes the City Manager to plan, budget and <br />apply for a grant which, if approved, will be used to fund said <br />program and hereby requests the Virginia' Department of <br />Education to consider and approve the application and program, <br />said program being in accord with the regulations governing the <br />use and expenditure of such funds." <br /> <br />Ayes: Barnes, Corprew, <br /> williams, Webb <br />Nays: None <br /> <br />Gray, Lucas, Simpson, <br /> <br /> 88-152 - Letter from the City Manager recommending <br />adoption of a resolution recommending the support of funds <br />allocated by the Dept. of HUD to assist localities in meeting <br />the needs of their homeless populations. Also, endorsing the <br />submittance of the application. <br /> <br /> "~he U. S. Department of Housing and Urban Development has <br />allocated the State of Virginia additional funds under the <br />Emergency Shelter Grants Program. These funds will assist <br />localities in meeting the needs of their homeless ~opulation. <br /> <br /> A previous grant of $28,000 was awarded to the City of <br />Portsmouth in November of 1987. These funds were distributed <br />to PARC Place and the Help & Emergency Response Shelter for <br />rehabilitation and operating expenses. Both shelters have <br />requested additional funds under the new allocation. All funds <br />will be used to rehabilitate and repair the shelters, and <br />matching funds from the shelters will be used for operations <br />and maintenance. <br /> <br /> A total of $30,000 to be split 50/50 between the shelters, <br />is being requested from the Virginia Department of Housing and <br />Community Development, representing 50% of the total project <br />cost. A total of $30,000 will be provided as the requi~ed <br />match from the shelters; no local funds ~il~l be required. <br /> <br /> I recommend your support of this project and request your <br />endorsement to submit the application as specified in the <br />enclosed resolution." <br /> <br /> <br />
