<br /> At a Regular Meeting of the City Council on Tuesday, July 11, 2000,
<br />there were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P.
<br />Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., Deputy City Manager H. Timothy Little, City Attorney G. Timothy Oksman.
<br />
<br /> Councilman J. Thomas Benn III opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to approve the minutes of a
<br />Called Meeting on June 27, 2000, a Regular Meeting on June 27, 2000, and a Called
<br />Meeting on June 29, 2000, and was adopted by unanimous vote.

<br />> Special presentation to City Council by the OldeTowne Civic League.
<br />
<br />> Presentation to Mayor Holley of the Liberian Flag by Vice Mayor Griffin on behalf of
<br /> United States Ambassador Bismarck Myrick.

<br /> - Public Hearings -
<br />
<br />00 -164 - Public hearing on group housing use permit, comprehensive plan, use permit
<br />and rezoning modification applications:
<br />
<br />(a) GHP-00-01 HATTON POINT NEIGHBORHOOD - James Bradford of Hassell
<br /> and Folkes, P.C., requests a Group Housing Use Permit to
<br /> construct 102 condominium units at River Pointe.
<br />
<br />James R. Bradford, 325 Volvo Parkway, spoke in support of the use permit.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Benn, to waive the rules of order
<br />
<br />to allow Ms. Booth an additional two minutes to speak, and was adopted by unanimous
<br />vote.
<br />
<br />2. Mary Alice Booth, 4700 Thornwood Street, spoke in opposition to the use permit.
<br />
<br />3. Kenneth A. Booth, 4700 Thornwood Street, spoke in opposition to the use permit.
<br />
<br />4. Anette Allen Santos, 49 Creekside Drive, spoke in opposition to the use permit.
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to waive the rules of order
<br />to allow Ms. Shuping an additional two minutes to speak, and was adopted by
<br />unanimous vote.

<br />5. Sarah Shuping, 4 River Pointe Lane, spoke in opposition to the use permit.
<br />
<br />6. Donnie Howard, 51 Creekside Drive, spoke in opposition to the use permit.
<br />
<br />7. Sater Basdeo, 39 Creekside Drive spoke in opposition to the use permit.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Robinett, to waive the rules of order
<br />to allow Ms. Beale an additional two minutes to speak, and was adopted by unanimous
<br />vote.

<br />8. Pat Beale, 17 Egrets Landing Road, spoke in opposition to the use permit.
<br />
<br />9. Allison G. Hudson, 41 Lantern Way, spoke in opposition to the use permit.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Robinett, to waive the rules of order
<br />to allow Ms. Strutton an additional two minutes to speak, and was adopted by
<br />unanimous vote.
<br />
<br />10. Randy Strutton, 4 River Pointe Lane, spoke in opposition to the use permit.
