July 11, 2000 <br /> <br />11. Frank Spadea, 620 Village Drive, spoke in support of the use permit. <br /> <br />12. Kirby Stiening, 19 River Reach Close, spoke in opposition of the use permit. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Pitts, that GHP-00-01 be approved on <br />first reading, and was adopted by a vote of 6-1 (Mr. Moody). <br /> <br />(b) CP-00-01 <br /> <br />HIGHLANDS NEIGHBORHOOD - The City of Portsmouth requests <br />an amendment of the Comprehensive Plan's General Land Use <br />Plan and other sections as it relates to the redevelopment of the <br />Fairwood Homes area as a business park. In addition to the <br />proposed business park, single-family residential development is <br />proposed south of Greenwood Drive and east of Barclay Avenue. <br />The proposed boundaries include Victory Boulevard to the west, <br />McLean Street to the south, Independence Avenue to the east and <br />Interstate 1-264/Cavalier Boulevard to the north. <br /> <br />1. Charles Proffitt, 633 McLean Street, President of Bide-A-Wee Manor Civic League, <br /> questioned the Comprehensive Plan proposed change. <br /> <br />2. Bill Stuart, 145 Dekalb Avenue, spoke on future development of the area. <br /> <br />3. Larry Moser, 2746 Barclay Avenue, spoke on better housing in Highland Biltmore <br /> area and the crime element associated with Fairwood Homes. <br /> <br />4. Robert M. Hand, 2717 Elliott Avenue, spoke on vacant industrial/commercial areas <br /> and recommended building facilities for senior housing. <br /> <br />5. Johnny L. Pennington 229 Beazley Drive, thanked Council for sections that have <br /> been cleared in Fairwood Homes. <br /> <br /> Motion by Mr. Robinett, and seconded by <br />recommendation of the Planning Commission that <br />reading, and was adopted by unanimous vote. <br /> <br />Mr. Moody, to concur with the <br />CP-00-01 be approved on first <br /> <br />(c) UP-00-10 <br /> <br />WEST NORFOLK NEIGHBORHOOD - Kathy Leslie requests a use <br />permit to operate a membership organization at 4404 West Norfolk <br />Road. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that UP-00-10 be denied on first and final <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />(d) Z-96-11(M) <br /> <br />STERLING COVE NEIGHBORHOOD - Sasser Construction <br />requests a modification to the conditional zoning of a parcel of land <br />located on Garland Drive. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that Z-96-11(M) be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />- Unfinished Business - <br /> <br />00 - 143 - Use permit application: <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Pitts, to adopt the following <br />resolution, approved at the June 27, 2000 meeting, and was adopted by the following <br />vote: <br /> <br /> <br />
