<br />May 25. 2011 <br /> <br />Background: <br />. The Department of Behavioral Health and Developmental Services (DBHDS) <br />awards incentive performance payments to localities based upon the number of <br />homeless persons who are enrolled or connected to mainstream services with the <br />assistance of Behavioral Healthcare Services (BHS) Homeless Case Managers. <br /> <br />Discussion: <br />. Funding is being provided to assist persons who are homeless or are in imminent <br />danger of becoming homeless according to the criteria outlined by the Department of <br />Housing and Urban Development (HUD) and who are mentally ill. Eligible expenses <br />include: bus tickets, food, identification and other essential supplies. <br /> <br />Financial Impact: <br />. Estimated Revenue and Appropriation In the FY10-11 Behavioral Healthcare <br />Fund Budget will be increased by $8,078. <br />. No local match funding is required. <br /> <br />Recommended Action: <br />. Adoption of an ordinance appropriating $8,078 to BHS. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. The BHS Director will ensure that the budget action required to increase the total <br />appropriations and estimated revenues in Behavioral Healthcare Services Fund by <br />$8,078 is initiated immediately upon adoption of the resolution. Finance will approve <br />and process accordingly. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE APPROPRIATING $8,078 IN THE FY 2010-11 BEHAVIORAL <br />HEAL THCARE SERVICES FUND IN McKINNEY-VENTO ACT HOMELESS <br />ASSISTANCE INCENTIVE MONIES TO BE USED BY THE DEPARTMENT OF <br />BEHAVIORAL HEAL THCARE SERVICES FOR THE PROGRAM TO ASSIST IN THE <br />TRANSITION FROM HOMELESSNESS." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 213 - Adoption of an ordinance (1) authorizing the City Manager to sign an <br />agreement with, and accept $6,600,000 in Federal Highway Administration funds <br />from the Virginia Department of Transportation (VDOT); (2) approving a Project <br />Programming Resolution requesting VDOT to establish an urban system <br />highway project for Phases 2, 3 and 4 of upgrades to the City's traffic signal <br />system; and, (3) appropriating $6,600,000 to a new project in the FY 2011-12 <br />Capital Improvements Fund for the traffic signal system upgrades. Vision <br />Principle: Bold New Directions. <br /> <br />Background: <br />. These projects are being funded by the Virginia Department of Transportation <br />(VDOT) under the Federal Highway Administration Congestion Mitigation and Air <br />Quality Improvement Program (CMAQ). <br />. The CMAQ Program is intended to support surface transportation projects and <br />other related efforts that contribute air quality improvements and provide congestion <br />relief. <br /> <br />Discussion: <br />. The city submitted a funding request to the Hampton Roads Planning District <br />Commission for these projects in 2010. <br />
