These phases of the project expand upon the improvements to the traffic signal <br />control system currently being constructed under a $2,253,000 ARRA project (phase 1), <br />and include the installation of fiber optic and wireless connections between the central <br />controller located at the Compound and individual intersections, a back-up controller at <br />City Hall and fiber optic connection to the central controller and numerous new <br />intersection traffic signal controllers. <br /> <br />Financial Impact: <br />. None. Total cost will be borne by VDOT, therefore no local matching funds are <br />required. <br /> <br />Recommended Action: <br />. Adoption of an ordinance (1) authorizing the City Manger to sign an agreement <br />with, and accept $6,600,000 in federal and state funds from VDOT; (2) approving a <br />Project Programming Resolution requesting VDOT to establish an urban system <br />highway project for phases 2, 3 and 4 of upgrades to the city's traffic signal system; and <br />(3) appropriating $6,600,000 to a new project in the FY 2011-2012 Capital <br />Improvements Fund for phases 2, 3 and 4 of traffic signal system upgrades. Vision Principles: A Robust and <br />Prospering Economy and Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The City of Portsmouth owns three properties totaling approximately 7.5 acres <br />that collectively form the site of the former Port Norfolk Elementary School. <br />. The properties are the subject of a Memorandum of Intent executed between the <br />City and Hull's Creek Properties, LLC dated July 7, 2010 wherein the City stated its <br />desire to have the properties developed for a beneficial and taxable use that contributes <br />to the quality of life and Hull's Creek Properties stated its desire to develop the property <br />in accordance with the City's goals. <br />. The property has a zoning designation that allows for the intended use. <br />. All due diligence contemplated under the MOl has been completed. <br />. The developer has worked in good faith with community representatives and the <br />City Planning Department. As a result of this work, the plan has been substantially <br />revised from its initial concept. It now calls for no more than 23 housing units, larger <br />lots fronting on Hamilton Avenue and significant reservation of property for open space <br />or wetland restoration. <br />
