The Director will ensure that the funds are budgeted and utilized in FY11 to <br />provide prevention services. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $15,000 IN THE FY 2010-11 BEHAVIORAL <br />HEAL THCARE SERVICES FUND FROM SUBSTANCE ABUSE PREVENTION AND <br />TREATMENT (SAPT) FEDERAL BLOCK GRANT PREVENTION FUNDS <br />ALLOCATED FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND <br />DEVELOPMENTAL SERVICES." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 187 - Adoption of a resolution authorizing the City Manager to execute a <br />Memorandum of Understanding with the Portsmouth Museums Foundation <br />accepting the donation of Planetarium equipment for the Children's Museum of <br />Virginia. Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Beazley Foundation has donated $150,000 to the Portsmouth Museums <br />Foundation for planetarium equipment for the Children's Museum of Virginia (CMV), <br />which is an additional contribution above the Beazley Foundation's original $200,000 <br />gift. <br />. The Portsmouth Museums Foundation proposes to use the donation to purchase <br />and install planetarium equipment that is compatible with the planetarium dome in the <br />CMV. <br />. After the equipment is installed, the Portsmouth Museums Foundation will donate <br />the equipment to the City. <br /> <br />Discussion: <br />. The proposed Memorandum of Understanding (MOU) specifies the obligations of <br />the Portsmouth Museums Foundation and the City for the donation and operation of the <br />SciDome single projector Digital Fulldome System, manufactured by Spitz, Inc. <br />. Upon completion of installation, final payment and commencement of 1-year <br />warranty, the Portsmouth Museums Foundation will turn over ownership for operation <br />by the City <br /> <br />Financial Impact: <br />. The estimated annual maintenance cost for the planetarium is $30,000 and is <br />included in the proposed FY12/FY13 biennial budget. <br /> <br />Staff Recommends: <br />. Adoption of resolution.
