<br />May 10. 2011 <br /> <br />Financial impact: <br />. The estimated maximum tax relief expenditure for exempted real estate taxes <br />under this law is $288,166 for FY12. This is based on all disabled veterans living in the <br />City of Portsmouth, as identified by the U.S. Department of Veterans Affairs, multiplied <br />by the median real property value. The actual amount of tax relief to be granted is <br />expected to be less because not all will qualify for 100% service-related disability, and <br />not all own real property in the City. <br /> <br />. The $3 million currently proposed for all tax relief in FY12 and FY13 will not <br />change as a result of adoption of this ordinance. <br /> <br />Recommended Action: <br />. Commissioner of Revenue receives applications for FY12 exemption beginning <br />July 1, 2011. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTER 35 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) BY ADOPTING A NEW DIVISION 7 IN ARTICLE III <br />THEREOF TO EXEMPT VETERANS CLASSIFIED AS 100% SERVICE-RELATED <br />DISABLED AND THEIR SURVIVING SPOUSES FROM REAL ESTATE TAXES." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 186 - Adoption of an ordinance to appropriate $15,000 in the FY 2010-11 <br />Behavioral Healthcare Services Fund from Substance Abuse Prevention and <br />Treatment (SAPT) federal block grant prevention funds allocated from the Virginia <br />Department of Behavioral Health and Developmental Services. Vision Principle: <br />Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Commonwealth of Virginia requires all community services board prevention <br />units to coordinate a needs assessment, cite the locality's highest risk factors for youth <br />and families, and to develop a plan collaborating with youth agencies, faith-based, city <br />and community based to address the identified problems. These activities are eligible <br />for funding by the SAPT federal block grant prevention funds which are allocated by the <br />DBHDS. <br /> <br />Discussion: <br />. The grant award will support the Portsmouth Coalition for Youth (PCY) to take <br />the lead in guiding the process of conducting risk factor research, community input <br />forums, and development of the action plan. Tasked with this purpose, the PCY will be <br />strengthened in the process. <br />. Grants funds will be used for costs associated with graduate research assistants, <br />community forums, and media and printing materials. <br /> <br />Financial Impact: <br />.
