<br />May 10. 2011 <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that: <br /> <br />1 . The Mayor and the City Manager are hereby authorized to execute and <br />deliver a Memorandum of Understanding with the Portsmouth Museums Foundation <br />concerning a planetarium for the Children's Museum of Virginia. <br /> <br />2. The Memorandum of Understanding shall be substantially the same as that <br />which is attached to this resolution, and it shall be approved as to form and legality by <br />the City Attorney. <br /> <br />3. The City Manager shall thereafter implement said Memorandum of <br />Understanding, and he shall have the authority to take all steps reasonably necessary <br />to do so." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 188 - Adoption of the following ordinances supporting the proposed <br />operating budget for the fiscal year beginning July 1, 2011 and ending June 30, <br />2012. Vision Principles: Bold New Directions, World Class Maritime Center, <br />Thriving Neighborhoods and a Sense of Community, A Robust and Prospering <br />Economy, Lifelong Learning, and Pride of Past, Promise of Future: <br /> <br />(a) Adoption of an ordinance to re-enact Ordinance No. 2010-36 imposing and <br />levying taxes for each fiscal year beginning July 15t and ending June 30th, on real estate, <br />tangible personal property, privately-owned pleasure boats, privately-owned camping <br />trailers and motor homes, and machinery and tools within the City of Portsmouth, <br />Virginia, for the purpose of raising revenue for the support of governmental operations <br />and the public free schools and to pay principal and interest on the public debt. <br /> <br />(b) Adoption of an ordinance to adopt the FY 2011-12 Classification and Pay Plan <br />for employees of the City of Portsmouth, Virginia. <br /> <br />(c) Adoption of an ordinance to amend Appendix A of the Code of the City of <br />Portsmouth, Virginia (2006), by amending Appendix A thereof to increase stormwater <br />utility fees authorized by Section 31.1-51 (A) of said Code. <br /> <br />(d) Adoption of an ordinance to amend Appendix A of the Code of the City of <br />Portsmouth, Virginia (2006) to increase the rates for water and sewer service authorized <br />by Sections 38-83 and 38-117 of said Code. <br /> <br />(e) Adoption of an ordinance to amend Appendix A of the Code of the City of <br />Portsmouth, Virginia (2006) to increase or establish certain fees for the Children's <br />Museum of Virginia and the Portsmouth Naval Shipyard Museum/Lightship Museum as <br />authorized by Section 19-150 of said Code. <br /> <br />(f) Adoption of an ordinance to amend Chapter 25 and Appendix A of the Code of <br />the City of Portsmouth, Virginia (2006) by adopting new code Sections 25-91.1 and 25- <br />91.2 to establish fees for the Pokey Smokey II at City Park and the Splash Park at the <br />Neighborhood Facility. <br /> <br />(g) Adoption of an ordinance to amend Appendix A of the Code of the City of <br />Portsmouth, Virginia (2006) to redefine the winter and summer golf seasons referenced <br />therein and authorized by Section 25-148 of said Code. <br /> <br />(h) Adoption of an ordinance to amend Appendix A of the Code of the City of <br />Portsmouth, Virginia (2006) to establish or increase fees for certain Chesapeake Bay <br />Preservation Area Overlay District and Zoning Services as authorized by Sections 9.1- <br />12(c)(1) and 40.1-2.2(c) of said Code. <br />
