I am proposing <br />an increase in the income levels from $10,000 t© <br />$11,000 for those eligible for 100% exemption. The <br />maximum income level to be eligible for relief is <br />recommended to be raised from $15,000 ~o $16,000. In <br />~dditi~n, I am recommending that the ceiling on net <br />worth be elevated from $50,000 to $53,000.. <br /> <br />As I mentioned in my budget~message, three rates in <br />public utilities are being rebommended to be <br />increased. <br />The water rate is proposed to be $1.40, up from the <br />present $1.30 per 1,000 gallons; sewer maintenance <br />charges is recommended to be increased from <br />$0.6149/1000 gallons to $0.7085/L000 gallons; and the <br />monthly'meter service charges for residences to be <br />increased from $2.00 per month to $2.50 with <br />corresponding increases in the larger size meters. In <br />"addition/ I am recommending that the annual charge for <br />f~re hydrants be increased by $20 to $120.00 each. <br /> <br />I have had an ordinance prepared which establishes the <br />fee ~schedule for Willett Hall. Ticketed events, in <br />addition to the City's admission tax, will be $450 or <br />4% of the gross receipts. The rental rates for non- <br />ticketed events will be $450 for the first period and <br />$140 for each succeeding period. I am further <br />proposing that for qualified non-profit organizations, <br />the-non-ticketed rates apply if the proceeds are <br />retained by the sponsoring agency or are donated by <br />the organization and where there are no paid <br />professional performers. This newly renovated <br />facility should develop into one of the jewels in <br />Portsmouth's crown and an equitable price should be <br />returned to the City for the investment we have made. <br /> <br />Portsmouth Sleepy Hole:Golf Course continues to be a <br />leader in the area's recreational facilities. This <br />year I purpose to eliminate the unnecessary burden of <br />Portsmouth citizens applying for and paying the $15.00 <br />charge for the resident identification card. Upon <br />effect of this amendment to the Code, satisfactory <br />identification of being a Portsmouth resident will <br />entitle the player to the ~suecial' resident green fees. <br /> <br />In 1984, the City Council established a fee of $1.00 <br />for the Children's Museum.
