May 11, 1988 <br /> <br /> On motion of Mr. Gr~y and seconded by <br />following ordinance was approved'~n first <br />unanimous vote: <br /> <br />Mr. Simpson, the <br />reading, and by <br /> <br />"AN ORDINANCE TO APPROPRIATE $400,000 FROM THE CAPITAL <br />IMPROVEMENT FUND FOR THE PURCHASE OF TRT COMPOUND LOCATED <br />OFF OF VICTORY BOULEVARD."~' <br /> <br />88-192 - Letter from the City MtanaGer recommending adoption of <br />various ordinances to implement the FY1988-89 Operating Budget. <br /> <br /> "I hereby submit the appropriations ordinance for the <br />Operating Budget (a) for the fiscal year beginning July 1, 1988, <br />a~d endinG June 30, 1989~, for your consideration on first reading. <br />The ordinance reflects ~ne budget as I have recommended to the <br />City Council and which has been previously presented and submitted <br />for your review. <br /> <br /> Also submitted herein are five additional ordinances which <br />are necessary for the implementation of the budget for your <br />consideration on first £eadinG. These are as follows: <br /> <br />b) <br /> <br />An ordinance to re-establish the Real Estate tax rate at <br />the current $1.22 amount as well as Tangible Personal <br />Property and Machinery and Tool taxes also at their <br />present levels. <br /> <br />¢) <br /> <br />An ordinance establishing new rates for Business, <br />Professional and Occupational license taxes. This year I <br />am recommendinG the rolling back of two categories <br />pursuant to State law. This required tax reduction will <br />cost an estimated $26,000 in revenue durinG the FY 1989 <br />year. <br /> <br />d) <br /> <br />An ordinance increasing the tax on each cigarette sold in <br />the City from 7 1/2 mills to 10 mills. This increase <br />amounts to a 5 cents increase (15 cents to 20 cents) on a <br />standard package of 20 cigarettes. <br /> <br />e) An ordinance increaslnG the tax on motor vehicles by <br /> S3.00 per year. <br /> <br />f) <br /> <br />An ordinance establishinG a $.40 (forty cents) per month <br />fee on telephone service. This amount will permit the <br />payment for the installation and maintenance of the <br />Enhanced 911 (E-911) emergency direct dialing system <br />within the City. <br /> <br /> In addition to the ordinances that require twO readings, I am <br />submitting several budgetary companion ordinances that will modify <br />fees, Charges for services and other ordinances~ The most <br />significant of these, have been highlighted in my budget message <br />and in my oral presentation of my proposed budget to the Council. <br />These budget companion ordinances are as follows: <br /> <br />Residential collection and disposal of trash is beinG <br />recommended to be increased from $5.00 per month to $6.00 <br />per month with corresponding increases in the collection <br />and disposal of business refuse. I am recommendinG that <br />we continue with the twice a week pick-up that our <br />citizens currently enjoy. - <br /> <br /> <br />
