May 11, 1988 <br /> <br /> At the regular meeting of the city Council held on <br />Wednesday, May 11, 1988, there were~present: <br /> <br />Mayor Gloria O~ W~bb, Jack P. BaDnes~E. G. Corprew, Jr., <br />J. Robert Gray, L. Louise Lucas, J. Herbert~Simpson, <br />LaMar Williams, George L. Hanbury, City Manager, <br />Steven 5ieberman;. C~ty Attorney. <br /> <br /> Rev;'Devtaming Ao Peace, Pastor, United Church of Christ <br />opened the m~ttng with prayer, followed by'the Pledge of <br />Allegiance to the Flag. <br /> <br />Mayor Webb welcomed all visitors in attendance. <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Lucas, minutes of <br />a special meeting of April 19, 1988; minutes of a called <br />meeting of Aprit. 26, 1988; minutes of a Regular Meeting of <br />April 26,'1988, to be approved as received, and was adopted by <br />unanimous vote. <br /> <br /> 88,190 - Presentation of Proclamations to the following <br />persons: <br /> <br />"Municipal Clerk's Week" received by Patri~ia F. Copeland, <br />CMC/AAE, President of the Virginia Municipal Clerks <br />Association. <br /> <br />"Salvation. Army Week" received by Lt, Dean Hinson, Commanding <br />Office of the Portsmouth SalvatiOn Army. ~ ~ <br /> <br />"National Transportation Week" <br />NTWC Committee Chairman.~ <br /> <br />received by Dawn C. Todorov, <br /> <br /> ' ~ - REPORTS FROM THE CITY MANAGER - <br /> <br /> 88-191 - Letter from the City Manager recommending <br />adoption of an ordinance to appropriate $400,000 from the <br />Capital Improvement Program for the purchase of the TRT <br />Compound located off of Victory Boulevard. <br /> <br /> "Over the last several years, the City has leased the <br />Victory Boulevard facility from Tidewater Regional Transit as <br />the Maintenance Headquarters for the Parks and Recreation <br />Department. Mr. James C. Echols, Executive Director of TRT, <br />indicated to us last year that because they had no further need <br />for the property, UMTA regulations required that it be declared <br />surplus. As a result of this determination, $335,000 was <br />included in the 1987-88 CIP Budget for the purchase of the TRT <br />Compound. Over the past several months, each agency has <br />commissioned dependent appraisals and from a review of the two <br />appraisals the fair market value has been established at <br />$400.00. The Tidewater Transportation District Commission at <br />its Wednesday, April 13, 1988 meeting approved the sale of the <br />Compound to the City of Portsmouth. <br /> <br /> I, therefore, recommend that Council appropriate $400,000 <br />from the Capital Improvement Fund ($335,000 from funds <br />designated for this purchase and the remaining $65,000 from the <br />CIP contingency) for the purchase of the TRT Compound located <br />off of Victory Boulevard." <br /> <br /> <br />
