Todorov, <br /> <br /> ' ~ - REPORTS FROM THE CITY MANAGER - <br /> <br /> 88-191 - Letter from the City Manager recommending <br />adoption of an ordinance to appropriate $400,000 from the <br />Capital Improvement Program for the purchase of the TRT <br />Compound located off of Victory Boulevard. <br /> <br /> "Over the last several years, the City has leased the <br />Victory Boulevard facility from Tidewater Regional Transit as <br />the Maintenance Headquarters for the Parks and Recreation <br />Department. Mr. James C. Echols, Executive Director of TRT, <br />indicated to us last year that because they had no further need <br />for the property, UMTA regulations required that it be declared <br />surplus. As a result of this determination, $335,000 was <br />included in the 1987-88 CIP Budget for the purchase of the TRT <br />Compound. Over the past several months, each agency has <br />commissioned dependent appraisals and from a review of the two <br />appraisals the fair market value has been established at <br />$400.00. The Tidewater Transportation District Commission at <br />its Wednesday, April 13, 1988 meeting approved the sale of the <br />Compound to the City of Portsmouth. <br /> <br /> I, therefore, recommend that Council appropriate $400,000 <br />from the Capital Improvement Fund ($335,000 from funds <br />designated for this purchase and the remaining $65,000 from the <br />CIP contingency) for the purchase of the TRT Compound located <br />off of Victory Boulevard." <br /> <br /> <br />
