May 16, 1988 Motion of Mr. Simpson and seconded by Mr. Barnes, that the ordinance be adopted andd the City Manager ge instructed to provide alternatives to the Council for consideration of amending the budget to provide additional funds for the school board. Motion of Mrs. Lucas to amend the motion to fully fund the school budget, failed due to lack of a second. Motion of Mrs. Lucas to amend the motion to increase the school budget by $3 million dollars, failed due to lack of a second. Motion of Mrs. Lucas and seconded by Mr. Gray to increase the school budget by $850,000 and instruct the City Manager to find the funds, was denied by the following vcte: Ayes: Gray, Lucas, Webb Nays: Barnes, Corprew, Simpson, Williams Motion of Mr. Gray and seconded by Mr. Barnes, to amend the Budget in Public Safety for a line item of S350,000 for a Drug Program, at a future date, and was adopted by unanimous vote. The ordinance to appropriate funds necessary for operation for the City Government for the FY 1988-89 was adopted as amended and by the following vote: Ayes: Barnes, Corprew, Gray, Simpson, williams Nays: Lucas, Webb b) On motion of Mr. Simpson and seconded by Mr. Barnest the following ordinance approved on first reading at the regular meeting of May 11, 1988, was taken up and read: "AN ORDINANCE TO RE-ENACT ORDINANCE NO. 1985-39 AS RE-ENACTED BY ORDINANCES NO. 1986-44 AND 1987-37 IMPOSING AND LEVYING TAXES FOR EACH FISCAL YEAR BEGINNING JULY 1ST AND ENDING JUNE 30TH, UNLESS OTHERWISE CHANGED BY COUNCIL ON REAL ESTATE, TANGIBLE PERSONAL PROPERTY, AND MACHINERY TOOLS WITHIN THE CITY OF PORTSMOUTH, VIRGINIA FOR THE PURPOSE OF RAISING REVENUE FOR THE SUPPORT OF GOVERNMENTAL OPERATIONS AND THE PUBLIC FREE SCHOOLS AND TO PAY PRINCIPAL AND INTEREST ON THE PUBLIC DEBT." The ordinance was adopted on final reading, and by the following vote: Ayes: Barnes, Corprew, Gray, Simpson, Williams Nays: Lucas, Webb c) On motion of Mr. Simpson and seconded by Mrs. Lucas the following ordinance approved on first reading at the regular meeting of May 11, 1988, was taken up and read: "AN ORDINANCE TO AMEND SECTIONS 20-53 AND 20-55 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, PERTAINING TO BUSINESS AND PROFESSIONAL LICENSE TAXES. The ordinance was adopted on final reading, and by the following vote: Ayes: Barnes, Corprew, Gray, Lucas~ Simpson, Webb, Williams Nays: None
