May 16, 1988 <br /> <br /> Motion of Mr. Simpson and seconded by Mr. Barnes, that the <br />ordinance be adopted andd the City Manager ge instructed to <br />provide alternatives to the Council for consideration of amending <br />the budget to provide additional funds for the school board. <br /> <br /> Motion of Mrs. Lucas to amend the motion to fully fund the <br />school budget, failed due to lack of a second. <br /> <br /> Motion of Mrs. Lucas to amend the motion to increase the <br />school budget by $3 million dollars, failed due to lack of a <br />second. <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Gray to increase the <br />school budget by $850,000 and instruct the City Manager to find <br />the funds, was denied by the following vcte: <br /> <br />Ayes: Gray, Lucas, Webb <br />Nays: Barnes, Corprew, Simpson, Williams <br /> <br /> Motion of Mr. Gray and seconded by Mr. Barnes, to amend the <br />Budget in Public Safety for a line item of S350,000 for a <br />Drug Program, at a future date, and was adopted by unanimous vote. <br /> <br /> The ordinance to appropriate funds necessary for operation <br />for the City Government for the FY 1988-89 was adopted as amended <br />and by the following vote: <br /> <br />Ayes: Barnes, Corprew, Gray, Simpson, williams <br />Nays: Lucas, Webb <br /> <br />b) On motion of Mr. Simpson and seconded by Mr. Barnest the <br />following ordinance approved on first reading at the regular <br />meeting of May 11, 1988, was taken up and read: <br /> <br />"AN ORDINANCE TO RE-ENACT ORDINANCE NO. 1985-39 AS <br />RE-ENACTED BY ORDINANCES NO. 1986-44 AND 1987-37 IMPOSING <br />AND LEVYING TAXES FOR EACH FISCAL YEAR BEGINNING JULY <br />1ST AND ENDING JUNE 30TH, UNLESS OTHERWISE CHANGED BY COUNCIL <br />ON REAL ESTATE, TANGIBLE PERSONAL PROPERTY, AND MACHINERY <br />TOOLS WITHIN THE CITY OF PORTSMOUTH, VIRGINIA FOR THE <br />PURPOSE OF RAISING REVENUE FOR THE SUPPORT OF GOVERNMENTAL <br />OPERATIONS AND THE PUBLIC FREE SCHOOLS AND TO PAY <br />PRINCIPAL AND INTEREST ON THE PUBLIC DEBT." <br /> <br /> The ordinance was adopted on final reading, and by the <br />following vote: <br /> <br />Ayes: Barnes, Corprew, Gray, Simpson, Williams <br />Nays: Lucas, Webb <br /> <br />c) On motion of Mr. Simpson and seconded by Mrs. Lucas the <br />following ordinance approved on first reading at the regular <br />meeting of May 11, 1988, was taken up and read: <br /> <br />"AN ORDINANCE TO AMEND SECTIONS 20-53 AND 20-55 OF <br />THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, PERTAINING <br />TO BUSINESS AND PROFESSIONAL LICENSE TAXES. <br /> <br /> The ordinance was adopted on final reading, and by the <br />following vote: <br /> <br /> Ayes: Barnes, Corprew, Gray, Lucas~ Simpson, Webb, Williams <br /> Nays: None <br /> <br /> <br />
