Barnes, E. G. Corprew, Jr.t <br />J. Robert Gray, L. Louise Lucas, J.'Herbert Simpson, <br />LaMar Williams, George L. Hanbury, II, City Manager, <br />Steven Lieberman,~City Attorney. <br /> <br /> Councilwoman L. L~u.ise Lucas, opened the meeting with <br />prayer, followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor. Webb welcomed all visitors in attendance. <br /> <br /> 88-192 - Ordinances to implement the FY1988-89 Operating <br />Budget: <br /> <br /> a) The following ordinance approved on first reading <br />the regular meeting of May 11, 1988, was taken up and read: <br />(excluding the item of STOP) <br /> <br />at <br /> <br />"ORDINANCE TO APPROPRIATE FUNDS NECESSARY <br />OF THE CITY GOVERNMENT FOR AND DURING THE <br />BEGINNING JULY 1,1988 AND ENDING JUNE 30, <br /> <br />FOR OPERAT.ING <br />FISCAL YEAR <br />1989." <br /> <br /> The following citizens spoke concerning the Operating <br />Budget: <br /> <br /> Bradford Cherry, 4520 Wake Forest Road, School Board <br />Member spoke in support of full funding for the public schools. <br /> <br /> Donald Wilder, 119 Beaton Drive, representing the <br />Portsmouth Fire Local 539 and F.O.P., spoke in support of <br />salary increases for the Fireman and Police Officers. <br /> <br /> Frank Thomson, 600 Broomhill Avenue, requested that the <br />school budget be funded in full. · <br /> <br /> John Dail, 415 Court Street, representing the Flynn Home, <br />requested funding for the Home from the Budget'. <br /> <br /> David Willett, 5712 West Norfolk Road, requested salary <br />increases for school teachers and school staff. <br /> <br /> Barbara Mann, 4904 West Norfolk Ro~d, 's-poke in support of <br />full funding for the school budget. <br /> <br /> Gordon Shelton, 10 Crawford'Parkway, Tidewater Yacht, <br />requested that the boat tax not be increased. <br /> <br /> Ginny Becker~ 700 London Blvd., representing the Retired <br />Senior Volunteer Program spoke in support of RSVP being <br />included in the Operating Budget. <br /> <br /> Motion of Mr. Simpson and seconded by Mr. Barnest funding <br />for STOP was adopted, and by the folloWing vote: <br /> <br /> Ayes: Barnes, Corprew, <br />Nays: None <br />Abstaining: Lucas <br /> <br />Gray, Simpson, Webb, williams <br /> <br /> Councilwoman Lucas, abstained due to her position with <br />STOP. <br /> <br /> <br />
