June 14, 1988 <br /> <br /> 88-229 - Letter from t~e city Manager recommending adoption <br />of an ordinance to amend:Section 21-143 (C) and (D) of the Code of <br />the City of Portsmouth, Virginia, 1973, as amended, pertaining to <br />going out~of~business sales. <br /> <br /> "See Item 88-226 letter" <br /> <br /> Motion of Mrs. L~Cas and seconded by Mr. Barnes, the <br />following-ordinance was adopted on first and final reading and by <br />the following vote: <br /> <br /> .~N ORDINANCE TO AMEND SECTI©N 21-143 (C) AND (D)OF THE <br /> CODE OF THE CITY OF PORTSMOUTH, VIRGI.NIA, 1973, AS AMENDED, <br /> PERTAINING TO GOING OUT OF BUSINESS SALES." <br /> <br /> Ayes: Barnes~ Corprew, Gray, Lucas, Simpson, Williams <br /> Nays: NOne <br /> <br /> 88-230 - Letter from the City Manager recommending adoption <br />of a resolution authorizing support of the applications to the <br />Virginia Division of Litter Control and Recycling for the Clean <br />Community Program. <br /> <br /> "Each year the City of Portsmouth is eligible to receive an <br />allocation of state funds from the Virginia Division of Litter <br />Control and Recycling. These funds are used to support the Clean <br />Community Program, provide assistance with litter control <br />projects, purchase litter receptacles, and augment the community <br />awareness and education~program~ The Portsmouth Beautification <br />and Clean Community Commission has been very active and successful <br />in promoting these activities in the City. <br /> <br /> As part of the application process, the Division of Litter <br />Control and Recycling requires that the program be officially <br />endorsed by the local governing body prior to its submission. <br />I request permission to submit the application to continue <br />Portsmouth's Clean Community Program and have enclosed a <br />resolution of support for your endorsement. I highly recommend <br />your support of this worthwhile program~" ~ <br /> <br /> Motion of Mr. Barnes and secOnded by Mr. Corprew, the <br />following resolution was adopted and by the following vote: <br /> <br /> "A RESOLUTION ENDORSING THE CLEAN COMMUNITY PROGRAM OF THE <br /> CITY OF PORTSMOUTH BEAUTIFICATION AND CLEAN COMMUNITY <br /> COMMISSION; AUTHORIZING THE CITY MANAGER TO SUBMIT AN <br /> APPLICATION FOR FUNDING. <br /> <br /> WHEREAS, the Council of ~the City of Portsmouth, Virginia <br />recognizes the existence of a litter problem within the boundaries <br />of this City and has created the Beautification and Clean <br />Communit~ Commission to assist with litter control and recycling; <br />and <br /> <br /> WHEREAS, the Virginia Waste Mana§ement Act provides, through <br />the Department of Waste Management, Division of Litter Control and <br />Recycling, for the allocation of public funds in the form of <br />grants for the purpose of enhancing local litter control and <br />recycling programs; and <br /> <br /> <br />
