June 14, 1988 WHEREAS, under the Housing and Community Development Act of 1974, as amended, financial assistance is available to localities which acquire FHA and VA foreclosed properties under the Urban Homesteading Program~ and WHEREAS, the Council of 'the City of Portsmouth adopted a resolution endorsing the City of Portsmouth's participation in the Federal Urban Homesteading Program at a meeting held January 22, 1985; and WHEREAS, through expansion of the Urban Homesteading Program the City of Portsmouth can increase the areas in which acquisition of foreclosed homes can be initiated which will ultimately be made available to lower income families desiring to own their own homes; and WHEREAS, a public hearing has been held to solicit public comments on the expansion of the Program into the neighborhood of Shea Terrace. BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to submit any application and to execute any documents as may be required in order to implement the expansion of the Program. Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Williams Nays: None 88-233 Letter from the City Manager recommending adoption of a motion requesting administrative action to authorize the expenditure of fund upon notification of a grant award for the Annual Summer Lunch Program and transfer of $73,000 from the Contingency Account. "The Department of Parks & Recreation is applying for funds from the United States Department of Agriculture to provide free lunches and breakfast during the summer to Portsmouth youths who live in low income areas of the City. An application for $73,568 in federal funds will permit us to serve an estimated 1,385 meals per day for six weeks at eleven different sites, all of which are located in areas where more than .fifty percent of the regular public school population was eligible for free or reduced price lunches. No local cash match is required by the grant. The annual Summer Lunch and Breakfast Program helps to meet the nutritional needs of children during the summer and promotes a constructive group activity for the youngsters. I recQmmend your approval of this project and the transfer of $73,568 ~rom the Grant Contingency Account to fund the project after.it has been awarded. The U.S. Department of Agriculture is expected to award the grant this month. I am requesting administrative action to authorize the expenditure of funds immediately upon notification of grant award to avoid delays with program start-up activities. If the grant is not awarded, no expenditures will occur." On motion of Mrs. Lucas and seconded by Mr. Barnes, that authorization be granted to transfer $73,000 from'the Grants Contingency ACcount, and administrative action to authorize the expenditure of funds, as requested, and was adopted by unanimous vote.
