June 14, 1988 <br /> <br /> WHEREAS, under the Housing and Community Development Act of <br />1974, as amended, financial assistance is available to localities <br />which acquire FHA and VA foreclosed properties under the Urban <br />Homesteading Program~ and <br /> <br /> WHEREAS, the Council of 'the City of Portsmouth adopted a <br />resolution endorsing the City of Portsmouth's participation in the <br />Federal Urban Homesteading Program at a meeting held January 22, <br />1985; and <br /> <br /> WHEREAS, through expansion of the Urban Homesteading Program <br />the City of Portsmouth can increase the areas in which acquisition <br />of foreclosed homes can be initiated which will ultimately be made <br />available to lower income families desiring to own their own <br />homes; and <br /> <br /> WHEREAS, a public hearing has been held to solicit public <br />comments on the expansion of the Program into the neighborhood of <br />Shea Terrace. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he <br />hereby is, authorized to submit any application and to execute any <br />documents as may be required in order to implement the expansion <br />of the Program. <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Williams <br />Nays: None <br /> <br /> 88-233 Letter from the City Manager recommending adoption <br />of a motion requesting administrative action to authorize the <br />expenditure of fund upon notification of a grant award for the <br />Annual Summer Lunch Program and transfer of $73,000 from the <br />Contingency Account. <br /> <br /> "The Department of Parks & Recreation is applying for funds <br />from the United States Department of Agriculture to provide free <br />lunches and breakfast during the summer to Portsmouth youths who <br />live in low income areas of the City. An application for $73,568 <br />in federal funds will permit us to serve an estimated 1,385 meals <br />per day for six weeks at eleven different sites, all of which are <br />located in areas where more than .fifty percent of the regular <br />public school population was eligible for free or reduced price <br />lunches. No local cash match is required by the grant. <br /> <br /> The annual Summer Lunch and Breakfast Program helps to meet <br />the nutritional needs of children during the summer and promotes a <br />constructive group activity for the youngsters. I recQmmend your <br />approval of this project and the transfer of $73,568 ~rom the <br />Grant Contingency Account to fund the project after.it has been <br />awarded. The U.S. Department of Agriculture is expected to award <br />the grant this month. I am requesting administrative action to <br />authorize the expenditure of funds immediately upon notification <br />of grant award to avoid delays with program start-up activities. <br />If the grant is not awarded, no expenditures will occur." <br /> <br /> On motion of Mrs. Lucas and seconded by Mr. Barnes, that <br />authorization be granted to transfer $73,000 from'the Grants <br />Contingency ACcount, and administrative action to authorize the <br />expenditure of funds, as requested, and was adopted by unanimous <br />vote.
