.30 <br /> <br />June 14, 1988 <br /> <br /> 1. The Plan will afford maximum opportunity consistent <br />with the sound needs of the City as a whole, for conservation <br />of the project area by private and/or public enterprise; and <br /> <br /> 2. That Plan conforms to the general plan for the <br />development of the City as awhole~ and <br /> <br /> WHEREAS, this Council is cognizan~ of ~the ~condi~ions that <br />are imposed by the provisions of the Housing and~"Community <br />Development Act of 1974, as amended, including those <br />prohibiting discrimination on the basis ofirace,!a~e,~ color, <br />creed, sex of nati~nat o~igin; ~nd <br /> <br />interesf of the <br />approved. <br /> <br />WHEREAS, in the judgment of this Council, it is in the <br /> City and its inhabitants that the said Plan be <br /> <br /> THEREFORE, <br />Portsmouth: <br /> <br />BE IT RESOLVED by the Council of the City of <br /> <br /> 1. That it is hereby deemed appropriate and in the public <br />interest that a conservation program be carried out in the Shea <br />Terrace neighborhood~within the boundaries described in the <br />Shea Terrace Conservation Plan. <br /> <br /> 2. That it is'hereby found and determined that the Plan <br />for the project are will afford maximum opportunity, consistent <br />with the needs of the City as a whoI~, f~r the conservation of <br />the area; the Plan ~onforms to the generai Plan for the <br />development of the City as a whole; and the Project qualifies <br />as an eligible Conservation Project under Title 36 of the Code <br />of Virginia, 1950, as amended. <br /> <br /> 3. That, in order to implement and facilitate the <br /> effectuation of the Plan, this Council hereby (a) pledges its <br /> cooperation in the execution of the Plan; (b) requests the <br /> various officials, departments, boards and agencies of the City <br /> having administrative responsibilities likewise to cooperate to <br /> such end and to exercise their respective functions and powers <br /> in a manner consistent with the <Plan; (c) acknowledges that <br /> conservation measures and other activities described within the <br /> Plan will be carried out in accordance with the availability of <br /> funds; and (d) stands ready to considsr and take appropr!iate <br /> action upon proposals and measures designed to effectuate the <br />Pilan. ~ <br /> <br /> 4. That the Plan, having been duly reviewed and <br />considered, is h~reby approved, and the City Clerk be, and <br />hereby is, directed to file said'copy-of the Plan with the <br />minutes of this meeting." <br /> <br /> Ayes: Barnes, Corprew, Gray, Lucas, Simpson, williams <br /> Nays: None <br /> <br /> 3) Motion of Mr. Simpson and seconded by Mr. Corprew, <br />following resolution was adopted, and by the following vote: <br /> <br />"A RESOLUTION ENDORSING THE E~PANSION OF THE CITY OF <br />PORTSMOUTH'S PARTICIPATIONIN ITHE~FEDERAL URBAN <br />HOMESTEADING PROGRAM INTO THE NEIGHBORHOOD OF SHEA <br />TERRACE; AUTHORIZING THE CITY MANAGER TO SUBMIT AN <br />APPLICATION THEREFOR. <br /> <br />the <br /> <br /> <br />
