.30 June 14, 1988 1. The Plan will afford maximum opportunity consistent with the sound needs of the City as a whole, for conservation of the project area by private and/or public enterprise; and 2. That Plan conforms to the general plan for the development of the City as awhole~ and WHEREAS, this Council is cognizan~ of ~the ~condi~ions that are imposed by the provisions of the Housing and~"Community Development Act of 1974, as amended, including those prohibiting discrimination on the basis ofirace,!a~e,~ color, creed, sex of nati~nat o~igin; ~nd interesf of the approved. WHEREAS, in the judgment of this Council, it is in the City and its inhabitants that the said Plan be THEREFORE, Portsmouth: BE IT RESOLVED by the Council of the City of 1. That it is hereby deemed appropriate and in the public interest that a conservation program be carried out in the Shea Terrace neighborhood~within the boundaries described in the Shea Terrace Conservation Plan. 2. That it is'hereby found and determined that the Plan for the project are will afford maximum opportunity, consistent with the needs of the City as a whoI~, f~r the conservation of the area; the Plan ~onforms to the generai Plan for the development of the City as a whole; and the Project qualifies as an eligible Conservation Project under Title 36 of the Code of Virginia, 1950, as amended. 3. That, in order to implement and facilitate the effectuation of the Plan, this Council hereby (a) pledges its cooperation in the execution of the Plan; (b) requests the various officials, departments, boards and agencies of the City having administrative responsibilities likewise to cooperate to such end and to exercise their respective functions and powers in a manner consistent with the <Plan; (c) acknowledges that conservation measures and other activities described within the Plan will be carried out in accordance with the availability of funds; and (d) stands ready to considsr and take appropr!iate action upon proposals and measures designed to effectuate the Pilan. ~ 4. That the Plan, having been duly reviewed and considered, is h~reby approved, and the City Clerk be, and hereby is, directed to file said'copy-of the Plan with the minutes of this meeting."
