<br />March 8. 2011 <br /> <br />- City Manager's Report - <br /> <br />11 - 102 - Adoption of a resolution authorizing change orders in excess of 25% to the <br />contract with the Armada-Hoffler Corporation for building and site work improvements to <br />the Children's Museum. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Background: <br />. The project budget as adopted by City Council in 2009 was $13,124,000. <br />. The Children's Museum Renovation project is being completed under two major <br />construction contracts. One with Armada Hoffler for the building and site work and a 2nd <br />contract with the Explus Corp. for the exhibit construction. <br />. Armada Hoffler was the successful bidder for the building and sitework at <br />$4,732,000. <br />. The building and site work contract portion of the project experienced a <br />significant number of necessary changes due to underground utility, foundation and <br />structural conflicts as well as structural conflicts in tying the building addition to the <br />existing structure. <br />. Due to unforeseen existing conditions, the present building contract value is 24% <br />above the original contract amount. <br /> <br />Discussion: <br />. While the project is approaching completion this spring, there are still necessary <br />change orders resulting from existing building and underground conflicts that will require <br />us to exceed the 25% limit on change orders but will not exceed the approved budget. <br />. No change to the overall budget is being requested. <br /> <br />Financial Impact: <br />. No additional funds are being requested. Monies were budgeted for this project <br />in the current capital improvements plan. Sufficient funds are available in the Capital <br />Budget to cover the amount of the anticipated additional change orders. <br /> <br />Recommended Action: <br />. Approval to exceed the 25% limit of allowable change orders to the construction <br />contract for the Additions and Alterations to the Children's Museum being completed by <br />the Armada Hoffler Construction Corp. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Edmonds, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING CHANGE ORDERS IN EXCESS OF 25% TO THE <br />CONTRACT WITH THE ARMADA-HOFFLER CORPORATION FOR BUILDING AND <br />SITE WORK IMPROVEMENTS TO THE CHILDREN'S MUSEUM OF VIRGINIA. <br /> <br />WHEREAS, in 2009, Armada-Hoffler Corporation submitted a successful bid of <br />$4,732,000 for the building and sitework improvements at the Children's Museum of <br />Virginia; and <br /> <br />WHEREAS, the building and site work contract portion of the project has <br />experienced a significant number of necessary but unforeseen changes due to <br />underground utility, foundation and structural conflicts as well as structural conflicts in <br />tying the building addition to the existing structure; and <br /> <br />WHEREAS, the cost of unforeseen changes will exceed the original contract <br />amount by more than 25% but will still remain with the original project budget; and <br /> <br />WHEREAS, the completion date for the project will be unaffected by the change <br />orders; and <br />
