<br />March 8. 2011 <br /> <br />At a Regular Meeting of the City Council on Tuesday, March 8, 2011, there were <br />present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., <br />Marlene W. Randall, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., City Manager <br />Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />Pastor Thornton Frye opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag led by the Portsmouth Area Chapter of Military Officers <br />Association of America. <br /> <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Edmonds, to approve the minutes of <br />a Called Meeting of February 22, 2011, and of a Regular Meeting of February 22, 2011 <br />and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />- Public Hearing - <br />11 - 101 - Public hearing on use permit and street closure applications: <br /> <br />(a) UP-1 0-1 0 <br /> <br />VICTORY BOULEVARD CORRIDOR - Moses David, Jr., of the <br />Renaissance Performing Arts Center, requests a use permit to <br />operate an entertainment establishment at 2513-A Victory <br />Boulevard for the performance of live music and dance for <br />recording and broadcasting and live audiences. Vision Principle: A <br />Robust and Prospering Economy. <br /> <br />There were no speakers. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that UP-1 0-1 0 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />(b) S-10-05 <br /> <br />CHURCHLAND - Ordinance granting the request of George M. <br />Willson, Senior Deputy City Attorney, for the closure of a portion of <br />Wyatt Drive beginning at the western line of Coast Guard <br />Boulevard and running eastwardly 360 feet, more or less and that <br />portion of Coast Guard Boulevard from the southern line of the <br />relocated Coast Guard Boulevard and running southwardly to the <br />northern Right-of-Way line and limited access line of the Western <br />Freeway Virginia Route 164. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />1. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, wanted to know what kind of <br />financial consideration the City would receive with this transfer of public property to <br />private. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE CLOSING AND VACATING PORTIONS OF WYATT DRIVE AND <br />COAST GUARD BOULEVARD." <br /> <br />Ayes: Cherry, Edmonds, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />
