<br />February 22. 2011 <br /> <br />Financial Impact: <br />. There is no cash match required to participate. <br /> <br />Staff Recommends: <br />. Adoption of resolution. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Next Steps Following Council Action: <br />. Notification to the State Forester's Office of Portsmouth's goals and participation <br />in the program. <br />. Implementation of data layer into GIS system after the Urban Tree Canopy <br />Assessment is completed by the VDOF. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING PARTICIPATION BY THE CITY OF PORTSMOUTH <br />IN THE VIRGINIA DEPARTMENT OF FORESTRY URBAN TREE CANOPY <br />PROGRAM. <br /> <br />WHEREAS, the Virginia Department of Forestry (VDOF) under the Chesapeake <br />Bay Program's Riparian Forest Buffer Directive No. 03-01 has been directed to work <br />with at least five local jurisdictions to complete an assessment of the urban forest; and <br /> <br />WHEREAS, the VDOF has invited the City of Portsmouth to participate in the <br />Virginia Urban Tree Canopy Program to establish community urban forest goals and <br />provide data from the tree canopy assessment; and <br /> <br />WHEREAS, the communities being targeted for inclusion in the program are <br />those which are Tree City USA communities and which have GIS capabilities in house <br />to use the information developed in the assessment; and <br /> <br />WHEREAS, the City will be required to set a goal to increase the urban tree <br />canopy by a minimum of 5% over the next 10 years and outline how the City plans to <br />increase the canopy; and <br /> <br />WHEREAS, the City will benefit by being provided a layer for the GIS system <br />that can be used to analyze the canopy coverage by the GIS data layers such as by <br />parcel, zoning district, building layer, streets, etc.; and <br /> <br />WHEREAS, participation in the program will also further the goals of the <br />Comprehensive Plan related to landscaping. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby authorizes participation by the City in the Virginia Urban Tree <br />Canopy Program and directs the City Manager to execute all necessary documents and <br />take any measures required for participation in the Program." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />- New Business - <br /> <br />11 - 84 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />11 - 85 - Items Submitted by Council Members <br /> <br />There were no items submitted. <br />
