Implementation of data layer into GIS system after the Urban Tree Canopy Assessment is completed by the VDOF. Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following resolution, and was adopted by the following vote: "RESOLUTION AUTHORIZING PARTICIPATION BY THE CITY OF PORTSMOUTH IN THE VIRGINIA DEPARTMENT OF FORESTRY URBAN TREE CANOPY PROGRAM. WHEREAS, the Virginia Department of Forestry (VDOF) under the Chesapeake Bay Program's Riparian Forest Buffer Directive No. 03-01 has been directed to work with at least five local jurisdictions to complete an assessment of the urban forest; and WHEREAS, the VDOF has invited the City of Portsmouth to participate in the Virginia Urban Tree Canopy Program to establish community urban forest goals and provide data from the tree canopy assessment; and WHEREAS, the communities being targeted for inclusion in the program are those which are Tree City USA communities and which have GIS capabilities in house to use the information developed in the assessment; and WHEREAS, the City will be required to set a goal to increase the urban tree canopy by a minimum of 5% over the next 10 years and outline how the City plans to increase the canopy; and WHEREAS, the City will benefit by being provided a layer for the GIS system that can be used to analyze the canopy coverage by the GIS data layers such as by parcel, zoning district, building layer, streets, etc.; and WHEREAS, participation in the program will also further the goals of the Comprehensive Plan related to landscaping. NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that it hereby authorizes participation by the City in the Virginia Urban Tree Canopy Program and directs the City Manager to execute all necessary documents and take any measures required for participation in the Program."
