The Director will ensure that by implementing this program, restoration services <br />will meet the guidelines of the programs, provide quality and needed services to the <br />population we serve. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE IN THE FY 2010-11 BEHAVIORAL HEAL THCARE <br />SERVICES FUND THE SUM OF $202,820 FOR THE PURPOSE OF EXPANDING THE <br />PROVISION OF JUVENILE COMPETENCY RESTORATION SERVICES BY THE <br />DEPARTMENT OF BEHAVIORAL HEAL THCARE SERVICES." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 83 - Adoption of a resolution authorizing participation by the City of Portsmouth in <br />the Virginia Department of Forestry Urban Tree Canopy Program. Vision Principle: <br />Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Virginia Department of Forestry (VDOF) under the Chesapeake Bay <br />Program's Riparian Forest Buffer Directive No. 03-01 was directed to work with at least <br />five local jurisdictions to complete an assessment of the urban forest. <br />. The VDOF has invited the City of Portsmouth to participate in the Virginia Urban <br />Tree Canopy Program to establish community urban forest goals and provide data from <br />the tree canopy assessment. <br />. The communities being targeted for inclusion in the program are those which are <br />Tree City USA communities and which have GIS capabilities in house to use the <br />information developed in the assessment. <br /> <br />Discussion: <br />. The City will be required to set a goal to increase the urban tree canopy by a <br />minimum of 5% over the next 10 years and outline how the City plans to increase the <br />canopy. <br />. The City will benefit by being provided a layer for the GIS system that can be <br />used to analyze the canopy coverage by the GIS data layers such as by parcel, zoning <br />district, building layer, streets, etc. <br />. The goal setting and implementation must be endorsed by the locally elected <br />officials. <br />. The landscaping and buffering requirements of the newly adopted Zoning <br />Ordinance along with the long established Tree Canopy Ordinance will serve to allow <br />the tree canopy in the City to be increased through the development process. <br />. Participation in the program will also further the goals of the Comprehensive Plan <br />related to landscaping. <br />
