<br />February 22. 2011 <br /> <br />At a Regular Meeting of the City Council on Tuesday, February 22, 2011, there <br />were present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., <br />Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., <br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />Pastor Tom Potter opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to approve the minutes <br />of a Called Meeting of February 7, 2011, of a Called Meeting of February 8, 2011, and <br />of a Regular Meeting of February 8,2011 and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />11 - 82 - Adoption of an ordinance to appropriate in the FY 2010-11 Behavioral <br />Healthcare Services Fund the sum of $202,820 for the purpose of expanding the <br />provision of Juvenile Competency Restoration Services by the Department of <br />Behavioral Healthcare Services. Vision Principle: Thriving Neighborhoods and a Sense <br />of Community. <br /> <br />Background: <br />. DBHS as well as other Health Planning Region V (HPR-V) Community Services <br />Boards have been performing juvenile competency restoration services for the past five <br />years through contracts with the Virginia Department of Behavioral Health and <br />Developmental Services (DBHDS). Due to budget cuts and changes in services <br />delivery by other HPR-V CSBs, DBHS has emerged as primary provider of Juvenile <br />Competency Services for the region. DBHS has augmented its revenue as a result of <br />providing these services for juveniles referred for services. Additional adequate clinical <br />staff is needed to respond to this request and comply with guidelines as authorized by <br />16.1-357 of the Code of Virginia relative to the requirement for juveniles to be deemed <br />competent to stand trial. On October 13, 2010, City Council authorized a resolution <br />authorizing DBHS to proceed with development of these services. The proposed <br />ordinance will formally authorize the appropriation of funds. <br /> <br />Discussion: <br />. Due to the timely and efficacious performance of Juvenile Competency <br />restoration services by DBHS through the past five years and decrease of other <br />providers in the region, Ms. Jeanette DuVal, L.C.S.W., Director of the Juvenile <br />Competency Restoration Services requested DBHS become the primary provider of <br />juvenile competency restoration services for HPR-V. <br />. DBHS anticipates a considerable increase in volume of referrals for services as a <br />result of this request. Over the next year, DBHS intends to employ part time temporary <br />staff to provide the services, monitor the volume and need for services to allow us an <br />opportunity to assess the program, the demands and the actual revenue, before <br />requesting full time staff. <br />. DBHS anticipates using five temporary employees averaging 30-40 hours per <br />week. Restoration services can be billed at $70-$100 per hour for direct services and <br />mileage for travel. <br />. The agency anticipation is to generate considerable additional revenue to our <br />current budget. <br />
