<br />February 8. 2011 <br /> <br />11 - 69 - Adoption of an ordinance accepting a grant in the amount of $10,400 from the <br />U.S. Department of Homeland Security through the Virginia Department of Emergency <br />Management and appropriating said funds in the FY 2010-11 Grants Fund for support of <br />the expansion and enhancement of the statewide crime records information sharing <br />network and the maintenance of previously purchased equipment and services. Vision <br />Principles: Pride of Past, Promise of Future, Thriving Neighborhoods and a Sense of <br />Community and Bold New Directions. <br /> <br />Background: <br />. In 2009 the Portsmouth Police Department was awarded funding under Byrne <br />Category II: Enhancing Law Enforcement, to acquire four (4) mobile Automatic License <br />Plate Reader (ALPR) systems. The ALPR system allows the detection and recovery of <br />vehicles wanted in relation to auto theft and other crimes, information sharing with state <br />and other law enforcement agencies as well as a using collected data as a long-term <br />intelligence tool. <br /> <br />Discussion: <br />. The Portsmouth Police Department has received grant funding of $10,400 from <br />the U. S. Department of Homeland Security through the Virginia Department of <br />Emergency Management and is available to assist law enforcement agencies in <br />preventing or responding potential acts of terrorism. The Department of Criminal <br />Justice Services (DCJS) is the administrating agency. <br />. These funds will be used to support the expansion and enhancement of the <br />statewide crime records information sharing network and the maintenance of previously <br />purchased equipment and services. <br /> <br />Financial Impact: <br />. The grant award amount is $10,400 from the U. S. Department of Homeland <br />Security through the Virginia Department of Emergency Management funds for the <br />Portsmouth Police Department. The Department of Criminal Justice Services (DCJS) is <br />the administrating agency. There is no obligation from the City once the grant has <br />ended nor is there a cash match requirement. <br /> <br />Staff Recommends: <br />. Adoption of an ordinance to appropriate a $10,400 grant from the U. S. <br />Department of Homeland Security through the Virginia Department of Emergency <br />Management to the Portsmouth Police Department to provide funds for support the <br />expansion and enhancement of the statewide crime records information sharing <br />network and the maintenance of previously purchased equipment and services. The <br />Department of Criminal Justice Services (DCJS) is the administrating agency. Vision <br />Principles: Pride of Past, Promise of Future, Thriving Neighborhoods and a Sense of <br />Community and Bold New Directions. <br /> <br />Next Steps Following Council Action: <br />. The Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $10,400 FROM THE <br />U.S. DEPARTMENT OF HOMELAND SECURITY THROUGH THE VIRGINIA <br />DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING SAID <br />FUNDS IN THE FY 2010-11 GRANTS FUND FOR SUPPORT OF THE EXPANSION <br />AND ENHANCEMENT OF THE STATEWIDE CRIME RECORDS INFORMATION <br />SHARING NETWORK AND THE MAINTENANCE OF PREVIOUSLY PURCHASED <br />EQUIPMENT AND SERVICES." <br /> <br />Ayes: Cherry, Edmonds, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />
