<br />February 8. 2011 <br /> <br />Motion by Mr. Edmonds, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE AMENDING THE FY 2010-11 CAPITAL IMPROVEMENTS PROGRAM <br />BY ESTABLISHING A NEW RENOVATION PROJECT AT CHURCHLAND PRIMARY <br />AND INTERMEDIATE SCHOOL AND APPROPRIATING THE SUM OF $17,246 IN <br />THE FY 2010-11 CAPITAL IMPROVEMENT FUND FROM THE FY 2010-11 GENERAL <br />FUND UNDESIGNATED, UNRESTRICTED FUND BALANCE." <br /> <br />Ayes: Cherry, Edmonds, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 68 - Adoption of an ordinance accepting $36,007 in Juvenile Accountability Block <br />Grant funds from the Virginia Department of Criminal Justice Services and appropriating <br />said amount in the FY 2010-11 Grants Fund to support the Violation Intervention <br />Program. Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Department of Criminal Justice Services has made available $32,406 in <br />federal funds to support the above-mentioned program locally. <br />. The Juvenile Accountability Block Grant Program allows the Community Criminal <br />Justice Board to identify and fund services for juvenile offenders under the court's <br />supervision in Portsmouth. <br />. The Program places youth on intensive supervision with the aide of electronic <br />monitoring for a period of 30 days. <br />. The program has been funded for 12 years. <br /> <br />Discussion: <br />. The loss of the Violation Intervention Program, which is funding by this grant, will <br />leave Probation Officers and juveniles determined by the court to be at-risk with fewer <br />opportunities for graduated sanctions, accountability and surveillance. <br />. Loss of this program is likely to increase the recidivism rate for juvenile offenders. <br /> <br />Financial Impact: <br />. There is a $3,601 local match required that is being provided from the FY11 <br />budgeted Juvenile Court Service Outreach funds. <br />. The additional funds will help to increase the level of services being delivered <br />with minimal financial impact. <br /> <br />Recommended Action: <br />. Adoption of an ordinance to approve the appropriation of $36,007 in Juvenile <br />Accountability Block Grant funds to be used for the Violation Intervention Program. <br />Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Next Steps Following Council Action: <br />.
