July 12, 1988 <br /> <br /> On motion of Mr. Gray and seconded by Mr. Barnes, to transfer <br />the sum of $120,588 from the Grants Contingency Account and to <br />accept the award to the Portsmouth Health Department to renew <br />Perinatal Health Care Program for a fifth year, was approved on <br />first reading by unanimous vote. <br /> <br /> 88-270 - Letter from the City Manager recommending adoption <br />of a motion accepting the award to continue the Victim Witness <br />Assistance Program through the Commonwealth's Attorney,s Office <br />and the transfer of $37,393 from the Grants-Contingency account to <br />operate the program. <br /> <br /> "I have recently been notified by Mr. Richard N. Harris, <br />Director of the Department of Criminal Justice Services, that <br />City has bee~ awarded a grant to,continue the Victim Witness <br />Assistance Program. <br /> <br />the <br /> <br /> This program, which is administered by the Commonwealth's <br />Attorney's Office, is an integral part of Portsmouth's criminal <br />justice system. Not only does it improve the efficiency and <br />effectiveness of the criminal justice process, but it also <br />Drovides direct aid for victims, comDensation, transportation, <br />escort services, parking, crisis intervention and counseling, <br />child care, referral services and educational presentations and <br />tours of Portsmouth's Court system. <br /> <br /> The grant award of $37,393 represents 100% federal funding <br />and no local match is required. I recommend your acceptance of <br />this award and the transfer of $37,393 from the Grants Contingency <br />Account to operate the program." <br /> <br /> On motion of Mr. Corprew and seconded by Mrs. Lucas, the <br />transfer of $37,393 from the Grants Contingency Account to operate <br />the program and to accept the award to continue the Victim Witness <br />Assistance Program through the Commonwealth's Attorney's Office, <br />was approved on first reading by unanimous vote. ~ <br /> <br /> 88-271 , Letter from the City Manager recommending adopt!ion <br />of a motion for the City Treasurer to refund (without'interest) <br />the following: <br /> <br />Personal prOperty Taxes: <br /> <br />a.) $ 6.82 to Joyce B. Debause <br />b.) $ 12.90 to Gilbert Hurst <br />c.) $ 12.31 to John E. Quatlebaum <br />e.) $ 7.40 to Otho P. Sloane <br /> <br />Real <br /> <br />The City Assessorl is requesting (with interest) the foll0wing <br />Estate Tax Refund: <br /> <br />f.) $ 66.44 to Simon W. Piland and Theresa B.
