July 12, 1988 <br /> <br />Ayes: BarneS, COrprew, Gray, Hawks, .Lucas, Simpson} Webb <br />Nays: None <br /> <br /> 88-268 - Letter' from the City Manager recommending <br />adoption of a motion authorizing a transfer of $7,508 from the <br />Grants Contingency Account to facilitate two grants being made <br />available to the City.of Portsmouth to assist the HER Shelter. <br /> <br /> "I am pleased~to inform you of two timely grants being <br />made available to the City of Portsmouth to assist the HER <br />Shelter. The first.~rant provides'S5,000 through the-Emergency <br />Shelter Grant Program (U.S. Department of Housing & Urban <br />Development) to~'help the shelter cover costs associated with <br />operational expenses} rehabilitation, and essential services. <br />The second grant provides $2,508 through the 1988 Virginia <br />Shelter Grants Program (Virginia Department of Housing & <br />Community Development)'-to purchase a large freezer'~to store <br />donated~food~ items at the HER Shelter. <br /> <br /> Both grants require a 50% local match. The HER Shelter <br />has agreed to match both grants with in kind contributions and <br />donations totaling'S7,508. No City funds will be requiredl <br /> <br /> I am recommending~:the transfer of $7,508 from theGrants <br />Contingency Account to-facilitate both of the grants being made <br />available." ~! <br /> <br /> On motion of Mrs. Lucas and seconded by Mr. Simpson, that <br />authorization be granted to transfer $7,508 from the Grants <br />Contingency Accoun~as requested to facilitate the two grants <br />and was adopted by the following vote: <br /> <br />Ayes: Barnes, Corprew, Gray, Hawks, Lucas, Simpson, Webb <br />Nays: None <br /> <br /> 88-269 - Letter from the City Manager recommending <br />adoption of a motion accepting the award to the Portsmouth <br />Health Department to renew the Perinatal Health Care Program <br />for a fifth year and to transfer the sum of $120,588 from the <br />Grants Contingency Account for this purpose. <br /> <br /> "I am pleased to inform you that the Perinatal Health Care <br />program has been granted a renewal for a fifth year with funds <br />from the State Bureau of Maternal and Child Health Care. <br /> <br /> The Perinatal Health Care Program!employs nurses, outreach <br />workers, and clerical personnel to provide perinatal and <br />well-baby clinics, nutritional assessment and counseling, home <br />visits, parenting classes, transportation and medical care for <br />low-income, high-risk mothers and infants. These services are <br />provided for the Portsmouth Health Care District. <br /> <br /> The State Bureau of Maternal and Child Health is awarding <br />the Portsmouth health Department the sum ef $120,588 in federal <br />funds to renew the program for a fifth year. No local match is <br />required, and the program is renewable on an annual basis. <br /> <br /> I recommend approval to continue the program a fifth year <br />and the transfer of $120,584 from the Grants Contingency <br />Account for this purpose." <br /> <br /> <br />
