!159 July 12, 1988 "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY ADDING SECTION 32-5.1 TO CHAPTER 32 THEREOF PERTAINING TO OUTDOOR DINING AREA PERMITS." Ayes: Barnes, Corprew~ Gray, Hawks, Lucas, Simpson, Webb Nays: None 88-267(a) - Letter from the City Manager recommending adoption of an ordinance to appropriate $30,000 from the Capital Improvement Fund for the City's share of the cost of the constr~tion:of Wyatt Drive (Lake Kingman Service Road Extension) from Wild Duck Lane to Coast Guard Boulevard. "As you are aware, we have been working with the Virginia Department of Transportation, Virginia Power and owners of the Cox property to extend the service road from the community West Norfolk to Coast Guard Boulevard. At' a recent meeting of City Council, a street name change was approved to rename the old West Norfolk Road and the service road to Wyatt Drive. The Planning Commission at its May meeting endorsed the street name change. The~Virginia Department of Transportation requires City Council to designate the service road as an urban highway project. According to VDOT, the anticipated cost of the project is $600,000 with the~City's share being 5% of the total, or $30,000. As you are aware, the purpose of this proposed project is to provide a second uoint of ingress and engress for the West Norfolk community (in the event of a railroad blockage or emergency). I, therefore, recommend appropriation of $30,000 from the Capital Improvement Plan and approval of VDOT's urban allocation resolution." On motion of Mr. Gray and seconded by Mr. Barnes, the following ordinance was approved on first reading, by unanimous vote: "AN ORDINANCE TO APPROPRIATE $30,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE CITY'S SHARE OF THE COST OF THE CONSTRUCTION OF WYATT DRIVE (LAKE KINGMAN SERVICE ROAD EXTENSION) FROM WILD DUCK LANE TO COAST GUARD BOULEVARD." 88-267(b) - Letter from the City Manager recommending adoption of a resolution requesting the Virginia Department of Transportation to designate Wyatt Drive (Lake Kingman Service Road Extension) as an Urban Highway Project. "See letter above." On motion of Mr. Gray and ~econded by Mr. Barnes; the following resolution was adopted and by the following vote: "A RESOLUTION REQUESTING THE VIRGINIA DEPARTMENT OF TRANSPORTATION TO DESIGNATE WYATT-DRIVE (LAKE KINGMAN SERVICEiROAD EXTENSION) AS AN URBAN HIGHWAY PROJECT." WHEREAS, in accordance with the Virginia Department of Transportation construction allocation procedures, it is necessary that a request by City Council resolution be made in order that the Department program an urban highway project in the City of Portsmouth. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that it hereby requests the Virginia Department of Transportation to establish an urban system high~ay project for the construction of Wyatt Drive (~ake Kingman SerVice Road extension) from Wild Duck Lane to Coast ~uard Boulevard, la distance of approximately 0.6 miles."
