!159 <br /> <br />July 12, 1988 <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, BY ADDING SECTION 32-5.1 TO CHAPTER 32 <br />THEREOF PERTAINING TO OUTDOOR DINING AREA PERMITS." <br /> <br />Ayes: Barnes, Corprew~ Gray, Hawks, Lucas, Simpson, Webb <br />Nays: None <br /> <br /> 88-267(a) - Letter from the City Manager recommending <br />adoption of an ordinance to appropriate $30,000 from the Capital <br />Improvement Fund for the City's share of the cost of the <br />constr~tion:of Wyatt Drive (Lake Kingman Service Road Extension) <br />from Wild Duck Lane to Coast Guard Boulevard. <br /> <br /> "As you are aware, we have been working with the Virginia <br />Department of Transportation, Virginia Power and owners of the Cox <br />property to extend the service road from the community West <br />Norfolk to Coast Guard Boulevard. At' a recent meeting of City <br />Council, a street name change was approved to rename the old West <br />Norfolk Road and the service road to Wyatt Drive. The Planning <br />Commission at its May meeting endorsed the street name change. <br /> <br /> The~Virginia Department of Transportation requires City <br />Council to designate the service road as an urban highway project. <br />According to VDOT, the anticipated cost of the project is $600,000 <br />with the~City's share being 5% of the total, or $30,000. As you <br />are aware, the purpose of this proposed project is to provide a <br />second uoint of ingress and engress for the West Norfolk community <br />(in the event of a railroad blockage or emergency). <br /> <br /> I, therefore, recommend appropriation of $30,000 from the <br />Capital Improvement Plan and approval of VDOT's urban allocation <br />resolution." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Barnes, the <br />following ordinance was approved on first reading, by unanimous <br />vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $30,000 FROM THE CAPITAL <br />IMPROVEMENT FUND FOR THE CITY'S SHARE OF THE COST OF THE <br />CONSTRUCTION OF WYATT DRIVE (LAKE KINGMAN SERVICE ROAD <br />EXTENSION) FROM WILD DUCK LANE TO COAST GUARD BOULEVARD." <br /> <br /> 88-267(b) - Letter from the City Manager recommending <br />adoption of a resolution requesting the Virginia Department of <br />Transportation to designate Wyatt Drive (Lake Kingman Service Road <br />Extension) as an Urban Highway Project. <br /> <br /> "See letter above." <br /> <br /> On motion of Mr. Gray and ~econded by Mr. Barnes; the <br />following resolution was adopted and by the following vote: <br /> <br />"A RESOLUTION REQUESTING THE VIRGINIA DEPARTMENT OF TRANSPORTATION <br />TO DESIGNATE WYATT-DRIVE (LAKE KINGMAN SERVICEiROAD EXTENSION) AS <br />AN URBAN HIGHWAY PROJECT." <br /> <br /> WHEREAS, in accordance with the Virginia Department of <br />Transportation construction allocation procedures, it is necessary <br />that a request by City Council resolution be made in order that <br />the Department program an urban highway project in the City of <br />Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that it hereby requests the Virginia <br />Department of Transportation to establish an urban system high~ay <br />project for the construction of Wyatt Drive (~ake Kingman SerVice <br />Road extension) from Wild Duck Lane to Coast ~uard Boulevard, la <br />distance of approximately 0.6 miles." <br /> <br /> <br />
