171 <br /> July 26, 1988 <br /> <br /> I propose using a variety of sources to meet,the local ~atch <br />requirement. Community Development Block Grant Funds, volunteer <br /> labor and~donated materials~will be combined to. achieve the <br /> $40,000 local match. <br /> <br /> I recommend that you approve the enclosed resol'4tion <br />authorizing me to apply for this worthwhile grant and take <br />whatever steps are necessary to secure it." <br /> <br /> On motion of Mr. Simpson and seconded.by'Mr. Hawks, the <br />following resolution was adopted and by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO MAKE <br />APPLICATION FOR AND ACCEPT A GRANT FROM THE VIRGINIA DEPARTMENT <br />HOUSING AND COMMUNITY DEVELOPMENT FOR THE EMERGENCY HOME REPAIR <br />PROGRAM. <br /> <br /> WHEREAS, the Commonwealth of Virginia, Department of Housing <br />and Community Development, has,issued notice of funding <br />availability and request for proposals under the Emergency HDme <br />Repair Program; and <br /> <br />~' WHEREAS, assistance is needed to effectively and-adequately <br />address the emergency home repair needs of low income persons in <br />the City of Portsmouth; and <br /> <br /> WHEREAS, the City of Portsmouth agrees to provide emergency <br />home repair services tocthose in need in compliance~With the <br />regulations and guidelines of the Emergency Home Repair Program; <br />and <br /> <br /> ~NOW; THEREFORE, BE IT RESOLVED by the Council of~the City of <br />Portsmouth, Virginia~ that the City Manager be, and hereby is, <br />author~ized to make application for ~nd accept a grant from the <br />Virginia Department of Housing and uormmunity Development for the <br />Emergency ~ome Repair Program in the amount of $40~0~00.00. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be} and hereby <br />is, authorized to enter in~o a grant agreement with the Virginia <br />Department of Housing and Community Development and undertake any <br />and all actions and responsibilities in relation to such <br />agreement." <br /> <br /> Ayes: Barnes, Corprew, Gray, Hawks, Lucas, Simpson, Wehb <br /> Nays: None <br /> <br /> 88-290 Letter from the City Manager recommending adoption o: <br />a motion authorizing acceptance of a grant for the Workplace <br />Literacy program and the :transfer of $4,500 from the Grants <br />Contingency Account to support the program. <br /> <br /> "I am pleased to-inform you that the City of Portsmout~ has <br />been awarded a grant of $4,500 for a Workplace Di~eracy Program, <br />sponsored by the Virginia Department of Education. The State <br />Department :is initiating these programs in local governments to <br />upgrade the academic skit.ls of potentially, displaced~workers in <br />order that they may keep abreast of technol,ogical changes i~ the <br />workplace. ~ <br /> <br /> Portsmouth's program administered by the Department of <br />Personnel.focuses on~ identifying reading and~ math skills related <br />to the workplace and integrating those skills into a broade~ Adul <br />Basic Education instructional program. The Department will be <br />responsible for coordinating instructional services with th~ <br />Portsmouth Public Schools and 40 city employees are expecte~ to <br />directly benefit from the program. <br /> <br /> <br />
