July 26, 1988 <br /> <br /> The State Department of Education has awarded Portsmouth <br />$4,550 in state,funds, which represents 50~of the project cost. <br />The Personnel Department will provide the required 50% local <br />match through the departmental budget ia~c ~i~<~ i~% <br /> <br /> I highly, recommend your acceptance,of this grant and the <br />transfers, of $4,550~.fr0m the Grants Contingency Account to,~ - .~ ~ <br />support the program." ~ <br /> <br /> On m~tion of~Mrs. Lucas and seconded by Mr. Simpson~, to <br />transfer the su~of $4,550 from the Grants Contingency Account <br />to operate the program and to accept the grant for the operation <br />of the W~k~la~e~B~acy Prog~m~'was~ap~roved on first ~eading <br />by u~an~ous~v6t~, ~:' .. -~'. , -'~ <br /> <br /> 88-291 Letter from the City Manager recommending adoption <br />of a motion authorizing the acceptance of an award from the <br />Virginia Commission for the Arts of $7,500 to conduct <br />"Challenges:' ~An~iexhibition of works by the Virginia artists <br />with physic~l~n~,mental disabilities.", ~ <br /> <br /> "The Virginia Commission for the Arts has granted the <br />Portsmouth Museums a grant of $7,500 to host "Challenges: An <br />exhibition of w6rks by Virginia artists with mental and physical <br />disabilities., .~This exhibit will-be presented by the Portsmouth <br />museums in cooperation with the Very Special Arts, a nationally <br />designated agency of arts programming for disabled persons. <br /> <br /> "Ch~llenges"~wi~l open with a-gala reception o~ October .7, <br />1988 and Will'coincide with Governor Gerald Baliles' <br />proclamation of October as "Disabled Awareness Month." It is <br />anticipated that Governor Baliles, Jean Kennedy Smith, founder <br />of the Very~Sp~eial Arts and other dignitaries will attend. <br /> <br /> The grant award of $7,500 in state funds represents 50% of <br />the p~oject cost and~will be matched throUgh in kind <br />contrxbutxons and ,services of the PortsmOuth Museums~. <br /> <br /> I~recommend' approval of the project and the transfe~ <br />$%5'00 from the Grants Contingency Account to support .this <br />activi'ty." <br /> <br />of <br /> <br /> On motion of Mrs. Lucas and seconded by Mr. Barnes, that <br />authorization be granted to accept the award from the Virginia <br />Commission fo~ the Arts and to transfer $7,500 from the Grants <br />Contingency Account to support this activity, and was ~dopted by <br />unanimous vote. <br /> <br />NEW BUSINESS - <br /> <br /> 88-293 - Motion of Mr. <br />the following ordinance was <br />by the following vote: <br /> <br />Hawks and seconded by Mr. Simpson, <br />adopted on first and final vote and <br /> <br /> "AN ORDINANCE TO AMEND ~H,E-CODE .OF THE CIT~ OF <br />PORTSMOUTH, VIRGINIA,, 1973, AS AMENDED, BY ADDING TO CHAPTER 32 <br />ARTICLE V~ PERTAINING TO SIDEWALK VENDORS AND BY AMENDING ~ <br />SECTION 32-11 PERTAINING TO PUSH CARTS AND 32-19 (c) PERTAINING <br />TO SALES ON STREETS AND SIDEWALKS." <br /> <br />Ayes: Barnes, <br />Nays: None <br /> <br />Corprew, Gray, Hawks, Lucas, <br /> <br />Simpson, Webb <br /> <br /> 88-294 - Councilman Hawks thanked Mr. Lieberman for his <br />comprehensive letter to Council in response to the citizen's <br />concern raised at the July 12, 1988 meeting regarding <br />neighborhood noise. <br /> <br /> <br />
