<br />January 25. 2011 <br /> <br />Discussion: <br />. The street maintenance funds received from VDOT are based on the number of <br />"lane miles" of improved street within the city as detailed by VDOT's Local Assistance <br />Division Urban Maintenance Inventory for the City of Portsmouth. As new streets are <br />added through development or streets are closed, amendments to the inventory should <br />be submitted annually to VDOT using VDOT Form U-1. <br />. The VDOT Urban Construction and Maintenance Program requires a City <br />Council resolution to submit the attached Form U-1 detailing changes to the inventory. <br />. The adjustments to the inventory itemized in the attached Form U-1 are the result <br />of a detailed citywide review of our street system and include 56.23 lane miles of <br />additions and 44.19 lane miles of deletions, for a net increase in 12.04 lane miles. <br />. VDOT will review our submission for conformance to state standards and will <br />adjust the city's Urban Maintenance Inventory as appropriate. <br /> <br />Financial Impact: <br />. Positive. If VDOT accepts all submitted inventory adjustments, the city's annual <br />street maintenance payments from VDOT could increase by as much as $185,000. <br /> <br />Recommended Action: <br />. Adapt a resolution submitting the attached Virginia Department of Transportation <br />(VDOT) Form U-1, Request for Street Additions or Deletions for Municipal Assistance <br />Payments to VDOT's Norfolk Residency Administrator. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Forward the attached Form U-1 to VDOT for review and approval. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Edmonds, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION REQUESTING THE VIRGINIA DEPARTMENT OF <br />TRANSPORTATION TO APPROVE CERTAIN ADDITIONS, DELETIONS AND <br />CHANGES IN FUNCTIONAL CLASSIFICATION OF STREETS IN THE CITY OF <br />PORTSMOUTH FOR THE PURPOSE OF CALCULATING STATE MAINTENANCE <br />PAYMENTS. <br /> <br />WHEREAS, the regulations of the Virginia Department of Transportation adopted <br />pursuant to Section 33.1-41.1 of the Code of Virginia, 1950, require that the City submit <br />a request for mileage additions, deletions and changes in functional classification of <br />streets which have occurred during the fiscal year for the purpose of calculating State <br />maintenance payments; and <br /> <br />WHEREAS, the changes in mileage described in VDOT Form U-1, identified as <br />Exhibit A, attached hereto and made a part hereof, have occurred in the City of <br />Portsmouth. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the Virginia Department of Transportation be requested to <br />approve the additions and deletions more particularly described on the aforementioned <br />Exhibit A" <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Wright <br />Nays: None <br /> <br />- New Business - <br /> <br />11 - 44 - Boards and Commissions <br /> <br />There were no appointments. <br />
