The City's ability to cover the costs resulting from SPSA tipping fees is <br />dependant upon the Solid Waste Service Charge rate being billed to its approximately <br />33,000 customers. <br />. The City's Waste Management Fund Operating Budget could decrease by <br />$225,000 to fund SPSA's new rate, which translates into a decrease of $0.57 per month <br />on the collection bill. <br /> <br />Financial Impact: <br />. A $0.57 decrease in the monthly rate (from $38.09 per month to $37.52 per <br />month) for Solid Waste Service Charges billed to Portsmouth residents. <br />. A $225,000 decrease in estimated revenues and appropriate expenditures in the <br />Waste Management Fund Operating Budget. <br /> <br />Staff Recommends: <br />. Adoption of the proposed ordinance. The CFO will coordinate with the Directors of Public WorkslGeneral Services and <br />Information Technology to ensure the proper and timely implementation of the Solid <br />Waste Service Charge rate change. <br />. Adoption of an ordinance authorizing the City Manger to sign an <br />agreement with, and to accept $3,185,600 in federal and state funds from, the Virginia <br />Department of Transportation. Adoption of an ordinance establishing ten new Highway Safety <br />Improvement Program (HSIP) projects and appropriating $3,185,600 in the FY 2011- <br />2012 Capital Improvements Fund. Adoption of a Project Programming Resolution requesting the Virginia <br />Department of Transportation to establish urban system highway projects to upgrade <br />traffic signals and construct safety related improvements at ten intersections in the City <br />of Portsmouth. Vision Principle: Bold New Directions. <br /> <br />Background: <br />. The funds for these projects are being made available to the city by VDOT under <br />the Federal Highway Administration Highway Safety Improvement Program (HSIP). <br />. HSIP is intended reduce highway fatalities and injuries by identifying problem <br />areas; analyzing problems and countermeasures; and the prioritizing and scheduling <br />improvement projects. <br />
