<br />January 25. 2011 <br /> <br />Discussion: <br />. The city submitted funding requests to VDOT for these projects in September <br /> <br />2009. <br /> <br />. Improvements include re-channelizing of traffic lanes, improving signage and <br />pavement markings, installing sidewalkslpedestrian accommodations, and traffic signal <br />upgrades. <br /> <br />Financial Impact: <br />. None. Total cost will be borne by VDOT, no matching funds are required. <br /> <br />Recommended Action: <br />. Adopt an ordinance authorizing the City Manger to sign an agreement with, and <br />accept $3,185,600 in federal and state funds from VDOT; approve a Project <br />Programming Resolution requesting VDOT to establish ten urban system highway <br />project to upgrade traffic signals and construct safety related improvements at the <br />intersections named above; and adopt an ordinance appropriating $3,185,600 and <br />establishing new projects in the FY 2011-2012 Capital Improvements Fund for ten <br />Highway Safety Improvement Program (HSIP) projects at these intersections. Vision <br />Principle: Bold New Directions. <br /> <br />Next Steps Following Council Action: <br />. Submit the completed Standard Project Administration Agreement to VDOT for <br />execution. <br /> <br />1. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, spoke in support of this item. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />11-41 (A): <br /> <br />"ORDINANCE TO ACCEPT $3,185,600 IN FUNDS FROM THE VIRGINIA <br />DEPARTMENT OF TRANSPORTATION AND AUTHORIZING THE CITY MANAGER <br />TO SIGN PROJECT ADMINISTRATION AGREEMENTS WITH THE DEPARTMENT." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Wright <br />Nays: None <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />11-41 (B): <br /> <br />"ORDINANCE ESTABLISHING TEN NEW HIGHWAY SAFETY IMPROVEMENT <br />PROGRAM PROJECTS AND APPROPRIATING $3,185,600 IN THE FY 2010-11 <br />CAPITAL IMPROVEMENTS FUND." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Wright <br />Nays: None <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />11-41 (C): <br /> <br />"PROJECT PROGRAMMING RESOLUTION REQUESTING THE VIRGINIA <br />DEPARTMENT OF TRANSPORTATION TO ESTABLISH URBAN SYSTEM <br />HIGHWAY PROJECTS TO UPGRADE TRAFFIC SIGNALS AND CONSTRUCT <br />SAFETY RELATED IMPROVEMENTS AT TEN INTERSECTIONS IN THE CITY OF <br />PORTSMOUTH. <br />
