Council be briefed and requested that a letter be forwarded to the Governor, Lieutenant Governor, Virginia Congressman and Senators and ask that they support HJR;163. It was also requested that the other Tidewater cities be contracted to request their support of this regional concern. As'noted in the correspondence, Colonel Thomas at one point'~expressed an interest in the City op~rating and maintaining the Craney Island Landf.ll, however he has since reversed hisepos{ti~n. I support the. request of Mr. Turtle and would recommend that the attached rasolution be approved expressing our support of HJR-t63." Motion of Mr. Gray and seconded by Mr. Barnes, the following resolution was adopted; and~ b~the, followinG Vote: "A RESOLUTION EXPRESSING TH~ OPPOS~YON OF THE COUNCIL OF THE CITY OF PORTSMOUTH TO THE FURTHERs'EXPANSION OR PROLONGATION OF CRANEY IS. LAND AS A DISPOSAL AREk;- ENDORSING THE CONCEPT OF HOUSE JOINT RESOLUTION 163. WHEREAS, the .1988 .session of~the Vir~inia Gene'ral Assembly adopted House Joint Resolution .163~ memorializing t~e Co~r~ss of the United States and the United States Ar~my Corps:'of Engineers to develop recommendations regarding ~lternati~es to the expansion of Crane~ Island as a. dfsposal area and.~o expedite the avail-~b~lity of this la~d for developmen.t purposes; and ..... WHEREAS, the Council of the City of Portsmouth has steadfastly expressed its opposition to the expansion or unnecessary prolongation of the Craney Island disposal area; and WHEREAS, t. he Council of the City of Portsmouth is further committed to assure that Craney Island is developed in a manner compatible with existing reside~t-i~l p~Qperty in close proximity thereto; and WHEREAS, appropriate development of the Craney Island. area would enhance and strengthen the State and local economy and expand the tax base of the City of Portsmouth.
