<br />January 11. 2011 <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 17 - Adoption of an ordinance to appropriate $316,511.72 in the FY 2010-11 <br />Community Planning and Development Program Fund for income received from <br />ongoing programs and additional entitlement funds received from the U.S. Department <br />of Housing and Urban Development. Vision Principles: Thriving Neighborhoods and a <br />Sense of Community, and a Robust and Prospering Economy. <br /> <br />Background: <br />. There is a need to add $316,511.72 to the FY2011 Community Planning and <br />Development Program budget appropriation. <br />. These funds consist of a combination of entitlement funds from HUD and <br />program income generated during the prior year. <br /> <br />Discussion: <br />. The funds will be allocated to on-going CDBG and HOME eligible projects as part <br />of the FY 2011 Annual Action Plan approved by the City Council. <br /> <br />Financial Impact: <br />. The additional $316,511.72 of funds will be available for undertaking the priorities <br />established by the 5-Year Consolidated Plan and in agreement with the statutory <br />purposes of the CDBG and HOME programs. HOME funds require a match <br />contribution of not less than 12.5% of the HOME funds drawn. <br /> <br />Staff Recommends: <br />. Adoption of the ordinance. The funds are approved and available upon authorization of the appropriation. <br /> <br />1. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, wanted details as to where the <br />funds were going to go. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $316,511.72 IN THE FY 2010-11 COMMUNITY <br />PLANNING AND DEVELOPMENT PROGRAM FUND IN INCOME RECEIVED FROM <br />ONGOING PROGRAMS AND ADDITIONAL ENTITLEMENT FUNDS RECEIVED <br />FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 18 - Adoption of an ordinance to reallocate and reappropriate in the FY 2010-11 <br />Capital Improvement Fund, funds in the amount of $615,421 remaining in the Crawford <br />Parkway Bulkhead Replacement Project (#18310) to the Seawall Reinforcement Project <br />(#18307), thereby combining these two projects into a single capital improvement <br />project. <br /> <br />Background: <br />. On November 10, 2009, $1.25 million CIP funding was transferred from the <br />Holiday Inn Redevelopment Project to CIP Project #18307 to make necessary repairs to <br />the seawall resulting from a structural failure of a section of the seawall adjacent to <br />Admirals Landing. <br />. On March 9, 2010, $3.075 million in funds from the Holiday Inn Redevelopment <br />Project was transferred to CIP project #18310 to replace the Crawford Parkway <br />Bulkhead. <br />
