<br />January 11. 2011 <br /> <br />Financial impact: <br />. The City will refinance approximately $7.8 million of existing equipment and <br />vehicle lease obligations and incur approximately $17.3 million of new equipment and <br />vehicle lease obligations in fiscal years 2011 through 2015. <br /> <br />Recommended Action: <br />. Adoption of the attached ordinance. Vision Principles: Thriving Neighborhoods <br />and a Sense of Community and a Robust and Prospering Economy. <br /> <br />Next Steps Following Council Action: <br />. Acceptance of a proposal and negotiation, execution, and delivery of a new <br />Master Lease Agreement. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE AUTHORIZING $28,000,000 IN EQUIPMENT AND VEHICLE LEASE <br />OBLIGATIONS OF THE CITY UNDER A NEW MASTER LEASE AGREEMENT." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 16 - Adoption of an ordinance transferring $384,640 from a portion of the FY 2010- <br />11 Stormwater Management Fund balance to the FY 2010-11 City Garage Fund for the <br />purpose of purchasing Street Sweeping Equipment. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. As part of the City Manager's Report that accompanied adopted ordinance 2010- <br />74, the need to replace several pieces of service apparatus was presented. Among the <br />enumerations was $380,000 for Stormwater Equipment. <br />. At the end of FY 2010, there was an undesignated and unencumbered <br />Stormwater Management Fund Balance of $2,265,705. <br />. It is the desire of the Department of Public Works/General Services to purchase <br />street sweeping equipment to enhance the Stormwater water quality efforts. <br />. The three needed street sweepers are available on Government contract and the <br />acquisition of this equipment in the current fiscal year will represent a substantial <br />financial savings over acquisition in the future. That is, a price increase is pending. <br /> <br />Financial impact: <br />. $384,640 for three street sweepers from undesignated and unencumbered <br />Stormwater Management Fund. <br /> <br />Recommended Action: <br />. Council authorization of the transfer and subsequent expenditure. Vision <br />Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Acquisition of the equipment presented in the attached documents. <br /> <br />1. Mark Geduldig-Yatrofsky, 2713 Sterling Point, spoke in opposition to this item. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TRANSFERRING $384,640 FROM THE FY 2010-11 STORMWATER <br />MANAGEMENT FUND BALANCE TO THE FY 2010-11 CITY GARAGE FUND FOR <br />THE PURPOSE OF PURCHASING STREET SWEEPING EQUIPMENT TO ENHANCE <br />STORMWATER WATER QUALITY EFFORTS." <br />
