<br />January 11. 2011 <br /> <br />Discussion: <br />. Funding the two projects from a single project fund will allow available <br />contingencies to be utilized on either project. As of December 13, 2010, approximately <br />$80,000 in additional funding is needed to complete project #18307 and project #18310 <br />has available contingencies of approximately $615,421. <br />. Since both of these projects are replacing a seawall in an adjacent area, <br />combining them will make use of funds already appropriated for similar work. <br />. This administrative action will allow the seawall will be funded out of the same <br />project. <br />. Both the Crawford Bulkhead and the Admiral's Landing projects will be funded <br />from the consolidated project. <br /> <br />Financial Impact: <br />. Reallocation of both projects to one project code will have no financial impact as <br />this action requires no additional appropriations. <br /> <br />Recommended Action: <br />. Recommend approval of an ordinance to transfer all funds remaining in the CIP <br />project Crawford Parkway Bulkhead Replacement (#18310; $615,421) to CIP Project <br />(#18307) Seawall Reinforcement combining these two projects into to one CIP Project <br />(#18307). Vision Principle: Bold New Directions. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO REALLOCATE AND REAPPROPRIATE IN THE FY 2010-11 <br />CAPITAL IMPROVEMENT FUND FUNDS IN THE AMOUNT OF $615,421 <br />REMAINING IN THE CRAWFORD PARKWAY BULKHEAD REPLACEMENT <br />PROJECT (#18310) TO THE SEAWALL REINFORCEMENT PROJECT (#18307), <br />THEREBY COMBINING THESE TWO PROJECTS INTO A SINGLE CAPITAL <br />IMPROVEMENT PROJECT." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 19 - Adoption of a resolution confirming a Declaration of Emergency made by the <br />City Manager for the 2010 Christmas snowstorm. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. An accumulation of 9" of snow fell in the City on December 26, 2010. The cost of <br />the continued effort to remove snow and ice and to provide traffic control from the day of <br />the storm and successive days totaled $58,052. <br /> <br />Discussion: <br />. The Declaration of Local Emergency facilitates a coordinated response during an <br />emergency and provides for means for the City to recoup eligible expenses from the <br />Federal Emergency Management Agency (FEMA) and the Virginia Department of <br />Emergency Management (VDEM). As a result of the continued snow removal effort, the <br />Declaration was made by the Director of Emergency Management on December 29, <br />2010. In accordance with the Portsmouth City Code Sec. 2-658 - Declaration of <br />emergencies, the local director of emergency management may declare a local <br />emergency which shall remain in effect for 14 days, or until confirmed, modified, <br />extended, or cancelled by official recorded vote of city council, whichever occurs first. <br /> <br />Financial Impact: <br />. The City has submitted the sum of $58,052 to VDEM for reimbursement, <br />including $6,902 in overtime, $40,000 in materials, $6,000 in equipment, and $5,150 in <br />contract expenditures. <br />
