December 14. 2010 Discussion: . Once the new guidelines are adopted, the City may legally solicit proposals and also consider unsolicited proposals under the PPEA. Financial Impact: . Adoption of the new guidelines will give the City an opportunity to use an additional procurement method that has the potential to create financial savings for taxpayers. Recommended Action: . Background: . The Federal Emergency Services and Disaster Law of 2010 requires that the Commonwealth of Virginia, and each county and city thereof, develop and maintain a current Emergency Operations Plan. . The purpose of an Emergency Operations Plan is to outline a locality's appropriate response to any emergency of a size andlor complexity beyond routine response systems. . The Federal Emergency Management Agency (FEMA) regulations require local government approval of its Emergency Operations Plan. Discussion: . The revised 2010 edition of the Emergency Operations Plan is compliant with the guidelines established by FEMA and the Commonwealth of Virginia. . The City Manager will enter into agreements with the Red Cross for Emergency Operations. . It is requested that the City Council approve the 2010 revised edition of the Emergency Operations Plan for the City of Portsmouth and authorize the City Manager to enter into all necessary agreements. Financial impact: . No City funds are involved with execution of EOP and related agreements. Recommended Action: . Adoption of the resolution.
