<br />December 14. 2010 <br /> <br />Discussion: <br />. Once the new guidelines are adopted, the City may legally solicit proposals and <br />also consider unsolicited proposals under the PPEA. <br /> <br />Financial Impact: <br />. Adoption of the new guidelines will give the City an opportunity to use an <br />additional procurement method that has the potential to create financial savings for <br />taxpayers. <br /> <br />Recommended Action: <br />. Adoption of the ordinance IS recommended. Vision Principle: Bold New <br />Directions. <br /> <br />Next Steps Following Council Action: <br />. Management team to create a task force trained to implement the new <br />guidelines. <br />. Receive and consider unsolicited proposals andlor solicit proposals, depending <br />on the City's operational needs. <br />. Keep City Council timely informed of all actions taken or being considered under <br />the PPEA. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND AND UPDATE REGULATIONS RELATED TO THE <br />VIRGINIA PUBLIC-PRIVATE EDUCATION AND INFRASTRUCTURE ACT OF 2002." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Wright <br />Nays: None <br /> <br />10 - 561 - Adoption of a resolution approving the 2010 edition of the Emergency <br />Operations Plan for the City of Portsmouth. <br /> <br />Background: <br />. The Federal Emergency Services and Disaster Law of 2010 requires that the <br />Commonwealth of Virginia, and each county and city thereof, develop and maintain a <br />current Emergency Operations Plan. <br />. The purpose of an Emergency Operations Plan is to outline a locality's <br />appropriate response to any emergency of a size andlor complexity beyond routine <br />response systems. <br />. The Federal Emergency Management Agency (FEMA) regulations require local <br />government approval of its Emergency Operations Plan. <br /> <br />Discussion: <br />. The revised 2010 edition of the Emergency Operations Plan is compliant with the <br />guidelines established by FEMA and the Commonwealth of Virginia. <br />. The City Manager will enter into agreements with the Red Cross for Emergency <br />Operations. <br />. It is requested that the City Council approve the 2010 revised edition of the <br />Emergency Operations Plan for the City of Portsmouth and authorize the City Manager <br />to enter into all necessary agreements. <br /> <br />Financial impact: <br />. No City funds are involved with execution of EOP and related agreements. <br /> <br />Recommended Action: <br />. Adoption of the resolution. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br />
