<br />December 14. 2010 <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Wright <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />10 - 559 - Adoption of an ordinance to amend the FY 2010-11 Classification and Pay <br />Plan to provide for an 8% salary promotion increase for all supervisory ranks of sworn <br />fire and police employees. Vision Principles: Bold New Directions and Robust and <br />Prospering Economy. <br /> <br />Background: <br />. Our current Classification and Pay Plan includes promotional increases for: <br />· Police Officer to Sergeant 10% <br />· Police Sergeant to Lieutenants 15% <br />· Police Lieutenant to Captain 10% <br />· Fire Fighter to Lieutenant 10% <br />· Fire FighterlParamedic to Fire Lieutenant/Paramedic 10% <br />· Fire Lieutenant to Captain 15% <br />· Fire Captain to Battalion Chief 10% <br /> <br />Discussion: <br />. In an effort to minimize compression issues in the future, the City recommends <br />amending the FY 2010-2011 Classification and Pay Plan to implement an 8% promotion <br />increase for all supervisory ranks of sworn Fire and Police. <br /> <br />Financial Impact: <br />. Based on the Matrix consultant's recommendation during the September 28, <br />2010 Public Works Session, the City is requesting this change in lieu of the current 10% <br />and 15% increases in order to stabilize the financial impact. <br /> <br />Staff Recommends: <br />. Council's adoption of this ordinance. Vision Principle: Bold New Directions and <br />Robust and Prospering Economy. <br /> <br />Next Steps Following Council Action: <br />. Upon City Council's approval, the Department of Human Resource Management <br />will implement the new promotion increase amounts on all subsequent promotions for <br />sworn Fire and Police. <br /> <br />1. Chad Bennett, 900 Frederick Boulevard, spoke in opposition to this item. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to defer consideration of <br />Item 10-559 to the January 11, 2011 City Council Meeting, and was adopted by the <br />following vote: <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Wright <br />Nays: None <br /> <br />10 - 560 - Adoption of an ordinance to amend and update regulations related to the <br />Virginia Public-Private Education and Infrastructure Act of 2002. <br /> <br />Background: <br />. State law (the Public-Private Education and Infrastructure Act of 2002, known as <br />the "PPEA") authorizes certain public-private partnerships to develop qualifying public <br />facilities. In order to proceed on such a project, the governing body of a locality must <br />adopt guidelines. The city did previously adopt guidelines, but they are now out of date <br />because of changes in state law. The proposed ordinance revises and updates the <br />guidelines. <br />
