<br />November 9. 2010 <br /> <br />10 - 516 - Adoption of a resolution authorizing the City Manager to enter into a mutual <br />aid agreement with the United States Coast Guard Base Support Unit Portsmouth, <br />Virginia for firefighting and emergency medical services and berthing space for <br />Portsmouth Fire, Rescue, and Emergency Services Fire Boat 1. Vision Principle: <br />Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The City has been operating under an informal mutual aid agreements with the <br />United States Coast Guard Base Support Unit Portsmouth for some time. The purpose <br />of this process is to formalize an agreement between the two parties. <br /> <br />Discussion: <br />. A mutual aid agreement has been written, submitted and approved by the City <br />Attorney's Office. Copies of the agreement have also been submitted to the City <br />Manager's Office for review. <br />. This agreement will provide a means by sharing resources. Agreements like <br />these are recommended under the National Incident Management System (NIMS). <br /> <br />Financial Impact: <br />. There is no financial impact to the City of Portsmouth. <br /> <br />Staff Recommends: <br />. Adoption of a proposed resolution. Vision Principle: Thriving Neighborhoods <br />and a Sense of Community. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A MUTUAL <br />AID AGREEMENT WITH THE UNITED STATES COAST GUARD BASE SUPPORT <br />UNIT PORTSMOUTH, VIRGINIA FOR FIRE FIGHTING AND EMERGENCY MEDICAL <br />SERVICES AND BERTHING SPACE FOR PORTSMOUTH FIRE, RESCUE, AND <br />EMERGENCY SERVICES FIRE BOAT 1. <br /> <br />WHEREAS, Virginia law authorizes local governments to enter into mutual aid <br />agreements with other governmental entities; and <br /> <br />WHEREAS, federal law authorizes the United States Coast Guard to enter into <br />mutual aid agreements for providing cooperation and assistance, and <br /> <br />WHEREAS, the United States Coast Guard Base Support Unit Portsmouth, <br />Virginia and the City of Portsmouth propose to enter into a written mutual aid agreement <br />for fire fighting and emergency medical services and berthing space for Portsmouth <br />Fire, Rescue, and Emergency Services Fire Boat 1. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that the City Manager is hereby authorized to execute a Mutual Aid Agreement, <br />in a form substantially similar to Exhibit 1 attached hereto, with the United States Coast <br />Guard for fire fighting and emergency medical services and berthing space for <br />Portsmouth Fire, Rescue, and Emergency Services Fire Boat 1. <br /> <br />BE IT FURTHER RESOLVED that the City Manager is further authorized to <br />enter into similar agreements with the United States Coast Guard in the future without <br />the necessity of further City Council approval if he deems said agreements to be in the <br />best interest of the City of Portsmouth." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />
