250 <br /> <br />November 8, 1988 <br /> <br /> NOW, T~EREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that the certain group housing project <br />consisting of eight-nine (89) apartment units at 100 Elliott <br />Avenue (Tax Map 473, Parcel 5), which contains approximately <br />4.32 acres of usable property and designated as GHP-88-5, such <br />project being more specifically described and shown~on revised <br />plans designated as the "Preliminary Layout Plan of Biltmore <br />Commons for Benchmark Building Corporation, Portsmouth, <br />Virginia by Hoggard/Eure Associates", dated September 26, 1988, <br />and additional documentation furnished by the developer, all on <br />file with the Planning Department of the city of Portsmouth, <br />Virginia, such plans and documentation being made a part <br />hereof, is hereby granted approval subject to the following <br />terms and conditions: ~ - <br /> <br /> 1. The Portsmouth Wettandsrboard must approve any impacts <br />of this project on existing tidal wetlands prior to approval of <br />the engineering site plan. <br /> <br /> 2. Ail trees with six (6) inches diameter!or greater <br />adjacent to Paradise Creek must be retained." <br /> <br />Ayes: Barne~, Corprew, Gray, Hawks, Lucas, Simpson, Webb <br />Nays: None <br /> <br />- REPORTS FROM THE CITY MANAGER - <br /> <br /> 88-442 - Letter from the city Manager recommending <br />adoption of an ordinance to appropriate $48,000 from analyzing <br />and modifying the sound system at Willett Hall and to award the <br />contract to the lowest bidder which is Ambassador Enterprise. <br /> <br /> "The Willett Hall Management Team has identified <br />improvements to the sound equipment as their first priority. <br />The project includes analyzing the existing acoustics and sound <br />equipment, designing and installing equipment which will modify <br />the system to optimize its acoustic properties. <br /> <br /> As part of the Request-For Proposals (RFP), vendors were <br />requested to visit the facility and render as part of their <br />proposal recommendations for improving the acoustics of Willett <br />Hall. The sole bidder, Ambassador Enterprises of Portsmouth, <br />is recognized nationally for their expertise in sound design. <br />As part of their proposal, Ambassador Enterprises took <br />extensive test readings in Willett Hall utilizing the most <br />advanced test equipment currently available. The central <br />speaker cluster and portable electronic racks will be designed <br />and constructed by Ambassador Enterprises as part of their <br />contract. Attached is a detailed explanation of the acoustical <br />problems at Willett Hall, as well as recommendations for <br />correcting. <br /> <br /> The second priority established by the Management Team <br />to install lights from Willett Drive to the front canopy to <br />provide safer pedestrian access.
