251 November 8, 1988 Contract Price/Sound Modifications $40,424 (Ambassador Enterprises) Lights, Front Walkway $ 7,576 TOTAL ANTICIPATED PROJECT COST $48,000 "The City Engineer recommends that a contract be awarded to Ambassador Enterprises and appropriation of $48,000. I, therefore, concur and recommend appropriation of the 'necessary funds and award of the contract. On motion of Mr. Barnes and seconded by Mr. Gray, the following ordinance was approved on first ~eadi~g~ and to award the contract to the lowest b-idd~r kmbassador ~nterprise, and was adopted by unanimous vote: "AN ORDINANCE TO APPROPRIATE $48~000 FROM THE CAPITAL IMPROVEMENT FUND FOR IMPROVEMENTS TO THE SOUND SYSTEM AT WILLETT HALL." 88-443 - Letter from the City Manager recommending adoption of an ordinance to change the Retirement code. The proposed amendments to the Portsmouth Retirement Code would implement the recommendation of the Retirement Board to suspend retirement payments Of a rehired pensioner during a period of re-employment. "Recently members of city Council received the enclosed correspondence from the Chairman of the Portsmouth Retirement Board. In his letter, Mr. Jarvis relayed the concern of the Retirement Board regarding the current practice of an employee retiring under one City ret~irement system and subsequently being rehired and becoming a member of another Portsmouth retirement system. This is commonly referred to as "double dipping". The Retirement Board has reviewed this issue thoroughly with the assistance off Mercer Meidinger Hansen, a Benefit Consulting Firm, and unanimously acted to recommend that the Retirement Code be changed by the City Council. The proposed amendments .to the Portsmouth Retirement Code would implement the recommendation of the Retirement Board to suspend retirement payments of a rehired pensioner during a period of reempIoyment." Donald Wildgr, 119 Beaton Drive, representing the Policemen & Firemen, spoke in opposition:of the proposed ordinance. Lloyd W. Beazley, 3186 Reese Drive, representing the Portsmouth Professional Firefighters Local 539 spoke in opposition of the proposed changes to Retirement system. Motion of Mrs. Lucas and seconded by Mr. Hawks, to suspend the rules to have Mr. Wilder to answer Council questions, and was adopted by unanimous.vote. Motion of Mr. Hawks and seconded by Mr. Simpson, to table the item and was adopted by unanimous vote. 88-444 - Letter from the City Manager recommending adoption of resolution supporting the application of Chisholm Foundation, Inc. for designation as a charitable and benevolent organization within the context of Section 6 (a) (6) of Article X of the Constitution of Virginia. .
