251 <br /> <br />November 8, 1988 <br /> <br />Contract Price/Sound Modifications $40,424 <br />(Ambassador Enterprises) <br />Lights, Front Walkway $ 7,576 <br /> <br />TOTAL ANTICIPATED PROJECT COST <br /> <br />$48,000 <br /> <br /> "The City Engineer recommends that a contract be awarded to <br />Ambassador Enterprises and appropriation of $48,000. I, <br />therefore, concur and recommend appropriation of the 'necessary <br />funds and award of the contract. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Gray, the <br />following ordinance was approved on first ~eadi~g~ and to award <br />the contract to the lowest b-idd~r kmbassador ~nterprise, and was <br />adopted by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $48~000 FROM THE CAPITAL <br />IMPROVEMENT FUND FOR IMPROVEMENTS TO THE SOUND SYSTEM <br />AT WILLETT HALL." <br /> <br /> 88-443 - Letter from the City Manager recommending adoption <br />of an ordinance to change the Retirement code. The proposed <br />amendments to the Portsmouth Retirement Code would implement the <br />recommendation of the Retirement Board to suspend retirement <br />payments Of a rehired pensioner during a period of re-employment. <br /> <br /> "Recently members of city Council received the enclosed <br />correspondence from the Chairman of the Portsmouth Retirement <br />Board. In his letter, Mr. Jarvis relayed the concern of the <br />Retirement Board regarding the current practice of an employee <br />retiring under one City ret~irement system and subsequently being <br />rehired and becoming a member of another Portsmouth retirement <br />system. This is commonly referred to as "double dipping". <br /> <br /> The Retirement Board has reviewed this issue thoroughly with <br />the assistance off Mercer Meidinger Hansen, a Benefit Consulting <br />Firm, and unanimously acted to recommend that the Retirement Code <br />be changed by the City Council. <br /> <br /> The proposed amendments .to the Portsmouth Retirement <br />Code would implement the recommendation of the Retirement Board to <br />suspend retirement payments of a rehired pensioner during a period <br />of reempIoyment." <br /> <br /> Donald Wildgr, 119 Beaton Drive, representing the Policemen & <br />Firemen, spoke in opposition:of the proposed ordinance. <br /> <br /> Lloyd W. Beazley, 3186 Reese Drive, representing the <br />Portsmouth Professional Firefighters Local 539 spoke in opposition <br />of the proposed changes to Retirement system. <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Hawks, to suspend <br />the rules to have Mr. Wilder to answer Council questions, and was <br />adopted by unanimous.vote. <br /> <br /> Motion of Mr. Hawks and seconded by Mr. Simpson, to table the <br />item and was adopted by unanimous vote. <br /> <br /> 88-444 - Letter from the City Manager recommending adoption <br />of resolution supporting the application of Chisholm Foundation, <br />Inc. for designation as a charitable and benevolent organization <br />within the context of Section 6 (a) (6) of Article X of the <br />Constitution of Virginia. . <br /> <br /> <br />
