247 <br /> <br />November 8, 1988 <br /> <br /> ~"The Board of.Commissioners is pleased to participate in <br />tonight's Public Hearing. As the Mayor has indicated, the purpose <br />of tonight~'s Public Hearing is to solicit citizen comments <br />regarding the 1989 Community Development Program being proposed <br />jointly by the City of Portsmouth and the Portsmouth <br />Redevelopment and Housing authority. The continuation of an <br />aggressive ongoing revitalization program in a number of <br />communities throughout Portsmouth is-of critical importance to the <br />overall economic and physical well-being of our City. <br /> <br /> I would now like to ask Mr. Danny E. Cruce, Executive <br />Director of the Portsmouth Redevelopment and Housing Authority to <br />briefly summarize the proposed 1989 Program, following which we <br />will be pleased to respond to any questions." <br /> <br /> Danny E. Cruce, Executive Director of the Portsmouth <br />Redevelopment & Housing Authority offered the <br />following statement: <br /> <br /> "We are recommending the acquisition and clearance of <br />properties in the 900 block of King Street and 700 block of Apple <br />Street. Additionally, within the Crawford Urban Renewal Project <br />we are proposing to acquire the two properties in the 400 block <br />of Effingham Street at its intersection with Queen Street directly <br />in back of the former Alex's Shoe Repair Shop. The three <br />deteriorated residential and one warehouse structure in the 400 <br />block of Green Street near the recently renovated Quincy House <br />apartments and the former Health Department Building are also <br />included in our recommendations for clearance. <br /> <br /> Additionally, funds are also proposed for the acquisition of <br />one structure in the Hattonsville Redevelopment Project. In the <br />Southside III Redevolopment Project, monies are proposed for the <br />contractual payment of $80,000 to the New Mt. Vernon Baptist <br />Church. All of the above referenced properties generate only <br />$2,700 in annual real estate taxes to the City. <br /> <br /> The Rehabilitation Program proposed for <br />includes the com_mitment of funds to continue <br />programs in 15 conservation neighborhoods: <br /> <br />the 1989 Program year <br />rehabilitation <br /> <br /> Brighton, Cradock, East Park View, Ebony Heights, Effingham <br />Area, Mount Hermon, Olde Towne, Olde Towne south, Park View, Port <br />Norfolk, Prentis Park, Shea Terrace, Truxtun, Twin Pines, West <br />Park View. <br /> <br /> As well as the continuation of the Rental Rehabilitation <br />Program in: <br /> <br /> East Park View, Brighton, Cradock, Park Viewf Prentis Park <br />and Truxtun neighborhoods~ <br /> <br /> In the Effingham, Fort Nelson, Mt. Hermon, Northside, Park <br />View and Twin Pines Projects, $56,000 is being proposed to <br />continue the maintenance and marketing of property previously <br />acquired by the Authority for new developments in these <br />neighborhoods. <br /> <br /> A total of $15,000 is proposed for the continuation of the <br />Small and Minority Businesses support activities program. <br /> <br /> In summary, the amount of funds proposed for all activities <br />in the 1989 Community Development Program totals $1,941,000. It <br />is anticipated that this level of funds will be adequate to carry <br />out all of the proposed 1989 activities." <br /> <br /> <br />
