November 22, 1988 261 - UNFINISRED BUSINESS - 88-430 - Use Permit Application and Subdivision Ordinance (a) UP~88~14 - Resolution granting a use permit to the PARC~ Inc. to operate a temporary residence facility at the Dales Homes Recreation Center at 1900 Columbus Avenue. On motion of Mr. Barnes and seconded following resolution was adopted on final following vote: by Mrs. Lucas, the reading and by the "A RESOLUTION GP~NTING A~USE PERMIT TO THE PARC, INC. OPERATE A TEMPORARY RESIDENCE FACILITY AT THE DALE HOMES RECREATION CENTER AT 1900 COLUMBUS AVENUE. TO WHEREAS, the Council of the City of Portsmouth, Virginia, at a meeting held January 14, 1986, adopted a Resolution granting a use permit to the Portsmouth Area Resource Coalition, Inc. to operate a temporary residence facility at the Dale Homes Recreation Center at 1900 Columbus Avenue; and WHEREAS, the Council of the City of Portsmouth, Virginia, at a meetfng held January 12, 1988 adopted a Resolution for the renewal of the use permit issued in 1986 and for the granting of new use permit (UP-87-24) to operate a temporary residence facility for twenty-one (21) residents in the Dale Homes Recreation Center at 1900 Columbus Avenue; and WHEREAS, Katura Carey Harvey has made application requesting an increase in the capacity of the shelter or, in the alternative to clarify that infants are not included within the numerical limitation provided for in the use permit; and WHEREAS, the applicant and the Planning Director have done all things required to be done in connection with said application; and WHEREAS, the Planning Commission has recommended the grantin of a revised use permit. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That the use for which the use permit is sought: (a) Will not affect the health and safety of persons residing or working in the neighborhood of the proposed use; injurious and (b) Will not be detrimental to the public use or to the property and improvements in the neighborhood; (c) Will be in accordance with the purposes of the Zoning Chapter of the City Code. 2. The ~ortsmouth Area Resource Coalition, Inc. is hereby granted a use permit pursuant to §40-78 (b) of the Code of the City of Portsmouth, Virginia to operate a temporary residence facility a~ the Dale HomeD Recreation Center at 1900 Columbus Avenuef such site being more particularly described as follows: UP-88-14 BEGINNING at the southwest intersection of Dale Drive and
