October 26. 2010 Staff Recommends: . Adoption of an ordinance to appropriate the $20,992.88 to the FY10-11 Grants Fund from the Department of Justice - Bureau of Justice Assistance. The Chief of Police or his designee will provide grant management and oversight. Motion by Mr. Heretick, and seconded by Ms. Psi mas, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $20,992.82 FROM THE BUREAU OF JUSTICE ASSISTANCE OF THE U.S. DEPARTMENT OF JUSTICE AND APPROPRIATING SAID FUNDS IN THE FY 2010-2011 GRANTS FUND FOR USE BY THE POLICE DEPARTMENT TO PURCHASE BULLETPROOF VESTS." Ayes: Cherry, Heretick, Moody, Psi mas, Randall, Whitehurst, Griffin Nays: None 10 - 492 - Adoption of an ordinance appropriating in the FY 2010-2011 Economic Stimulus Fund the sum of $400,000 received from Federal Highway Administration in additional American Recovery and Reinvestment Act funds for an existing capital improvements project to upgrade the city's traffic signal system. In April 2009 the City received and appropriated $2,023,543 in ARRA funds for a Traffic Signal System Feasibility Study and Traffic Signal System Design and Implementation project. . This request will appropriate the balance of the ARRA funds available through the FHWA. Discussion: . The additional $400,000 will fund the balance of the project cost to upgrade the City's traffic signal control system. . This grant requires no monetary match by the City of Portsmouth. Project costs are paid with city funds and reimbursed by VDOT. Financial Impact: . None, this grant does not require a match. Staff Recommends: . Motion by Ms. Randall, and seconded by Mr. Whitehurst, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE APPROPRIATING IN THE FY 2010-2011 ECONOMIC STIMULUS FUND THE SUM OF $400,000 RECEIVED FROM THE FEDERAL HIGHWAY ADMINISTRATION IN ADDITIONAL AMERICAN RECOVERY AND REINVESTMENT ACT FUNDS FOR AN EXISTING CAPITAL IMPROVEMENTS PROJECT TO UPGRADE THE CITY'S TRAFFIC SIGNAL SYSTEM."
