<br />October 26. 2010 <br /> <br />At a Regular Meeting of the City Council on Tuesday, October 26, 2010, there <br />were present: <br /> <br />Mayor Bernard D. Griffin, Sr., Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, <br />Jr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Paige D. Cherry, <br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />Pastor Felton Whitfield opened the meeting with prayer, which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br />Mayor Bernard D. Griffin, Sr., called the meeting to order and welcomed all in <br />attendance. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to approve the minutes of a <br />Called Meeting of October 12, 2010, and of a Regular Meeting of October 12, 2010, and <br />was adopted by the following vote: <br /> <br />Ayes: Cherry, Heretick, Moody, Psi mas, Randall, Whitehurst, Griffin <br />Nays: None <br /> <br />"Y Ms. Randall led the City Council and citizens in the reciting of the Portsmouth is for <br />People poem. <br /> <br />10 - 489 - Presentations: <br /> <br />. Proclamation presented for Johnny "Pep" Morris Day. <br /> <br />. Special presentation to Bernard Griffin, Sr. for his service as Mayor. <br /> <br />. Paul Holt, Deputy City Manager, introduced Jarvis Middleton as the new director of <br />Public WorkslGeneral Services. <br /> <br />- City Manager's Report - <br /> <br />10 - 491 - Adoption of an ordinance accepting a grant in the amount of $20,992.82 from <br />the Bureau of Justice Assistance of the U.S. Department of Justice and appropriating <br />said amount in the FY 2010-2011 Grants Fund for use by the Portsmouth Police <br />Department to purchase bulletproof vests. Vision Principles: Thriving Neighborhoods <br />and a Sense of Community and Pride of Past, Promise of Future. <br /> <br />Background: <br />. The Portsmouth Police Department has received grant funding of $20,992.88 <br />from the Department of Justice - Bureau of Justice Assistance to reimburse 50% of the <br />cost expended from the Grants Fund for the purchase of bulletproof vests for the Police <br />Department and Sheriff's Office personnel working on the streets. <br /> <br />Discussion: <br />. The grant will be used to reimburse 50% of the cost expended for the purchase of <br />bulletproof vests for the police department and Sheriff's Office personnel working on the <br />streets. These funds will be used to offset some of the costs for the future purchase of <br />bulletproof vests for the police department and Sheriff's Office personnel working on the <br />streets. <br />. Bulletproof vests are purchased and paid for as 50150 allocation between the <br />General Fund (Police's and Sheriff's budgets) and the Grants fund. The revenue from the <br />grantor is a reimbursement to the Grants Fund, which is a multi-year fund. <br /> <br />Financial Impact: <br />. The grant award amount is $20,992.88 of Department of Justice funds (Police <br />75%/Sheriff 25%) for the purchase of bulletproof vests for Portsmouth Police and <br />Sheriff's Department. The matching funds are already in Portsmouth Police and <br />Sheriff's Department FY 2010/11 General Fund budget. The City has no obligation <br />once the grant has ended. <br />
