<br />September 28. 2010 <br /> <br />Discussion: <br />. All expenditures must qualify under the grant conditions. <br />. As the lead team in Southside Virginia, Portsmouth is more capable of serving <br />citizens, businesses, and visitors in Portsmouth, as well as, assist the region in the event <br />of a hazardous materials incident. <br /> <br />Financial Impact: <br />. There is no financial impact to the City of Portsmouth. <br /> <br />Staff Recommends: <br />. Adoption of a proposed ordinance. Vision Principles: Lifelong Learning <br />Community and Thriving Neighborhoods and a Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Move forward to achieve grant goals. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $16,250 FROM THE <br />VIRGINIA DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2010-2011 GRANTS FUND FOR THE SOUTHSIDE <br />REGIONAL HAZMAT TEAM." <br /> <br />Ayes: Cherry, Heretick, Moody, Psi mas, Randall, Whitehurst, Griffin <br />Nays: None <br /> <br />10 - 451 - Adoption of resolutions adopting the FY2011 State and FY2012 Federal <br />Legislative Packages. Vision Principles: Bold New Directions, A Robust and <br />Prospering Economy, World Class Maritime Center, Lifelong Learning Community, <br />Thriving Neighborhoods and a Sense of Community, and Pride of Past, Promise of <br />Future. <br /> <br />(A) Adoption of a resolution endorsing the City's 2011 General Assembly Legislative <br />Package. <br /> <br />(B) Adoption of a resolution endorsing the City's 2012 Federal Legislative Agenda <br />Package. <br /> <br />Background: <br />. Legislative Packages are annually prepared for adoption by City Council to be <br />presented to the City's legislative representatives in the Virginia General Assembly and <br />the United States Congress. <br />. Every Portsmouth department within the City of Portsmouth was provided an <br />opportunity to identify issues for inclusion in the FY2011 State Legislative Package and <br />the FY2012 Federal Legislative Package. <br />. Each Portsmouth City Council member was also provided an opportunity to <br />identify issues for inclusion in the above-mentioned legislative packages. <br />. The legislative packages for the upcoming 2011 General Assembly and 112th <br />Congress were presented at the Portsmouth City Council's Work Session on Tuesday, <br />August 24, 2010. <br /> <br />Discussion: <br />. The following items have been included in the FY2011 State Legislative <br />Package (in no particular order): <br />'" Amend and reenact VA Code S15.2-1613.1 to allow by ordinance any Police or <br />Sheriff department that is performing jail processing activities to receive the $25 <br />processing fee that is collected by the Clerk as part of the court costs to defray to costs <br />of processing arrested persons into local jails. The current Statute only applies to <br />Sheriff Departments. <br />
