<br />September 28. 2010 <br /> <br />10 - 449 - Adoption of an ordinance accepting a 2009 Citizens Corps and Citizens <br />Preparedness Grant in the amount of $20,800 from the Virginia Department of <br />Emergency Management and appropriating said amount in the FY 2010-2011 Grants <br />Fund to acquire additional supplies and equipment and to provide training. Vision <br />Principles: Lifelong Learning Community and Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Background: <br />. The Virginia Department of Emergency Management has awarded the City of <br />Portsmouth $20,800 in the 2009 Citizens Corps Program (CCP). <br />. The Citizen Corps Program has joined the Federal Emergency Management <br />Agency (FEMA) as part of the National Preparedness Directorate. The mission of the <br />Citizen Corps is to bring "community and government leaders together to involve <br />community members in all-hazards emergency preparedness, planning, mitigation, <br />response and recovery. " <br />. The Citizen Corps Program is coordinated through Portsmouth's Local Emergency <br />Planning Committee/Citizen Corps Council and includes the following programs: <br />Community Emergency Response Teams (CERT), Neighborhood Watch, Medical <br />Reserve Corps and the Portsmouth Amateur Radio Emergency Services (PARES). <br /> <br />Discussion: <br />. These grant funds will be used to acquire additional supplies and equipment and <br />to provide training to ensure the future of the CERT, Neighborhood Watch, MRC, and <br />PARES programs. <br />. All expenditures must qualify under the grant conditions. <br /> <br />Financial Impact: <br />. There is no financial impact to the City of Portsmouth. <br /> <br />Staff Recommends: <br />. Adoption of a proposed ordinance. Vision Principle: Lifelong Learning Community <br />and Thriving Neighborhoods and a Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Move forward to achieve grant goals. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A 2009 CITIZENS CORPS AND CITIZENS <br />PREPAREDNESS GRANT IN THE AMOUNT OF $20,800 FROM THE VIRGINIA <br />DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2010-2011 GRANTS FUND." <br /> <br />Ayes: Cherry, Heretick, Moody, Psi mas, Randall, Whitehurst, Griffin <br />Nays: None <br /> <br />10 - 450 - Adoption of an ordinance accepting a grant in the amount of $16,250 from the <br />Virginia Department of Emergency Management and appropriating said amount in the <br />FY 2010-2011 Grants Fund for the Southside Regional Hazmat Team. Vision Principles: <br />Lifelong Learning Community and Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Virginia Department of Emergency Management has awarded the City of <br />Portsmouth $16,250 in the 2009 Haz-Mat Team Equipment Exercise and Training <br />Grant. <br />. The funds received enable Portsmouth to maintain a superior level of readiness <br />with regard to equipment, training, and technical expertise in dealing with hazardous <br />materials as required by VDEM. <br />
