<br />September 28. 2010 <br /> <br />'" Public Policy Support Statements to include: <br />1. Privatization of Liquor Stores - If privatization is passed, the State must <br />include provisions that any new store locations must go through a local government's <br />use permit process. The City also opposes any legislative effort to supersede local <br />authority to impose and collect taxes related to the sale of alcohol. <br />2. Expand the definition of 'derelict' buildings - To include residential or <br />nonresidential buildings or structures that have not been completed and approved for <br />use or occupancy, and for which the construction permit has been revoked in <br />accordance with the Uniform Statewide Building Code. <br />3. F.O.I.A. - Amend this Statute to allow public bodies to meet in closed session <br />to deal with the possibility of the closing or relocation of a business. <br />4.The Virginia Offshore Wind Coalition - Encouraging the General Assembly <br />and the governor of Virginia to provide their total and unequivocal support the efforts of <br />this Coalition for the development of this viable alternative source of energy. <br /> <br />*Due to the slow upturn in the economy, and understanding the State's current <br />fiscal condition due to the deep economic recession, no submissions for non- <br />state agency funding were included. <br /> <br />. The following items have been included in the FY2012 Federal Legislative <br />Package (in no particular order): <br />1. Visual and Performing Arts After School Program - $57,645 <br />2. Upgrade of the present planetarium system - $185,000 <br />3. Downtown Area Sewer Upgrades - $1,850,000 <br />4. Turnpike Road Widening Project - (Portsmouth Boulevard to Constitution <br />Avenue) - $21,658,000 <br /> <br />Staff Recommendation: <br />. Portsmouth City Council's adoption of both packages by resolutions. Vision <br />Principles: Bold New Directions, A Robust and Prospering Economy, World Class <br />Maritime Center, Lifelong Learning Community, Thriving Neighborhoods and a Sense of <br />Community, and Pride of Past Promise of Future. <br /> <br />Next Steps Following Council Action: <br />. The Senior Legislative and Management Analyst will be responsible for working <br />with the City's General Assembly delegation and lobbyist to secure adoption of the <br />City's State Legislative Package during the FY2011 General Assembly Session. <br />. The Senior Legislative and Management Analyst will also be responsible for <br />working with the City's 11 ih Congressional delegation and lobbyist to secure adoption <br />of the City's FY2011 Federal Legislative Package. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />10-451(A): <br /> <br />"RESOLUTION ENDORSING THE CITY'S 2011 GENERAL ASSEMBLY <br />LEGISLATIVE PACKAGE. <br /> <br />WHEREAS, the Virginia General Assembly deals with a broad range of issues <br />that affect local government both directly and indirectly; and <br /> <br />WHEREAS, the City of Portsmouth has certain concerns that deal with both <br />Portsmouth specifically and local governments in general; and <br /> <br />WHEREAS, these concerns need to be made known to Portsmouth's General <br />Assembly delegation so that they may be transmitted for consideration by the <br />Legislature. <br />
